DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, SEPTEMBER 29,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

               

                Charles (Chuck) Graybill, Chairman

                Janice VandeBogart, Town Administrator

 

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

                1.   Bathroom Repairs and Construction Project: 

 

Mert Mann stated he wanted to clarify the minutes of the previous Selectmen’s Meeting of September 22, 2005 regarding the reconstruction to the Bathroom in the Town Offices by Michael Poirier as follows: 

 

Mert Mann stated that Michael Poirier was hired by the Town of Dunbarton as Project Manager for the total sum of $1.00. 

 

Have not yet received reimbursement from the original contractor.  Will call him. 

 

                2.  DOT Meeting – Tuesday, October 4, 2005:

 

     Les Hammond reported that he would be attending the DOT Meeting on Tuesday, October 4,

     2005 at 6:30 p.m. along with Jeff Crosby, Road Agent.   The meeting is regarding possible

     Federal Grant money available to Towns because of the Widening of Route 93.

 

3.       Boston (Dunbarton) Cane Project:

 

Selectmen discussed the Boston (Dunbarton) Cane Project.  Les Hammond will contact Wendy Dailey, President of the Dunbarton Historical Society.  Janice VandeBogart will work with the Historical Soceity regarding awarding the cane to the appropriate resident of Dunbarton.  The Selectmen agreed to appoint a Committee to serve for the Project.  Suggested members would be as follows:

 

        Wendy Dailey

        Nancy Frost

        Alison Vallieres

 

Charles (Chuck) Graybill noted that he felt the recipient should not be allowed to keep the cane.  The recipient will be able to have the cane for two weeks or so, and then will be given a plaque noting the honor.  The reason being in the past, canes have become lost.

 

4.       Robert Rogers Site:

 

Les Hammond reported that he had researched the deeds at the Merrimack County Registry regarding the Robert Rogers Homestead Property.  He stated he had copies of all the deeds (from Eli/Margaret Noyes in July 1965) and a copy of the map.  He will give them to Wendy Dailey, President, Dunbarton Historical Society. 

 

5.       Rick Keefe – Return of Bond:

 

Rick Keefe appeared before the Board of Selectmen regarding the return of his bond which he posted for North Woods Road. 

 

a.        Selectmen noted that according to Don Mayo, Town Engineer, there are still items which need to be cleaned up prior to the return of the bond. 

 

b.       Charles (Chuck) Graybill stated the Selectmen had spoken with Ken Swayze, Building Department, and he stated he could handle the situation through the CO process. 

 

At this point, Charles (Chuck) Graybill stated there are several upcoming projects coming up i.e. Mansion Road, Grapevine Road, etc. and we as a Board would do a disservice if we did not take a firm stance and make sure all roads are completed before the return of any bond.   There has already been hassles regarding bonding in other instances.  It was his feeling that all lots should be sold and all housing projects completed before return on bond money. 

 

Rick Keefe stated there have been other roads throughout Town which have been paved before they have been built out such as Flintlock Farm and the Marcou Subdivision.  Stated he only has three lots left and they might not be built upon for ten years.  It would be pretty easy to determine who did any road damage with only two or three lots remaining. 

 

Les Hammond stated he had some bad experiences in the past but you could still have a situation where the road is torn up, and there is probably a point in time when they could hang out there for another 20 years before anything is done. 

 

Charles (Chuck) Graybill stated he is just assuming that the lots will be sold.  Stated he is saying “NO” but that is just my opinion. 

 

Selectmen agreed that before any bond money is returned, Don Mayo’s concerns must be addressed. 

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen authorize the release of the entire amount of bond subject to the completion of the final top coat of pavement and addressing all concerns of Don Mayo’s list. 

 

Les Hammond seconded the motion.  The motion passed by a majority vote as follows:

 

        Hammond – Yes

        Mann – Yes

        Graybill – No

 

Janice VandeBogart will call Don Mayo tomorrow to get a copy of the letter which lists the concerns of the road (North Woods Road) for Rick Keefe. 

 

6.       Old Home Day:

 

a.        Selectmen noted the Fireworks were exceptional.

b.       Charles (Chuck) Graybill stated he thought everything was great. 

 

JON WIGGIN, FIRE CHIEF: 

 

                Jon Wiggin, Fire Chief, appeared before the Board and discussed the following items:

 

1.        Stated the Training Session to be held on Monday, September 26, 2005 with Dartmouth Hitchcock Advanced Response Team (DHART) involving their helicopter landing on the ball field behind the Fire/Police Station had to be cancelled because of weather conditions. 

 

Stated that ten years ago, Dartmouth (DHART) wanted every community to give them a landing zone.  The school was established to be the zone instead of trying to deal with private landowners.  This has been like this since the 80’s.  He presented a copy of the letter which was sent to the Dunbarton School Board on September 1, 2005 (attached) .  Also presented a copy of the letter from Darrell J. Lockwood, Superintendent of Schools, approving this use (attached). 

 

Stated that the School is the designated area.  There have been no problems in the past. 

 

2.        Stated that Jeff Trexler had contacted him about getting a generator for the school.  Jeff Trexler will be getting a plan together to do the next phase for the school repairs.  Will include a generator in the cost estimates.  Jeff Trexler asked if Homeland Security would do grants for generators for schools, etc.  Jon Wiggin stated they won’t do grants for schools even though the Community Center is set up as the emergency center for the Town. 

Jeff Trexler indicated there is a possibility of a 30% grant if it is just for the school.

 

3.        Noted that Concord Hospital has no neurosurgeons on duty during holidays and weekends.  If there are any serious head injuries, they must be sent to Dartmouth Hitchcock.  Jon Wiggin noted that the emergency helicopters had rather land on pavement than on the grass. 

 

4.        Jon Wiggin stated that he had sent a letter to the Dunbarton Zoning Board of Adjustment on August 10, 2003 stated the Fire Department was interested in space on the proposed U. S. Cellular Tower to be located on Powell Lane (attached).  

 

Alison Vallieres, Secretary of the Zoning Board of Adjustment, will forward a copy of the letter to the Attorney and U. S. Cellular.

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn at 8:15 p.m.  Les Hammond seconded the motion.  The motion passed unanimously.
