DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, SEPTEMBER 22,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

       Janice VandeBogart brought up the following business:

 

1.        New Hampshire Central Regional Planning Commission Correspondence: 

 

Notice regarding Informational Meeting put on by Department of Transportation (DOT) about possible grant funds available to Towns affected by the widening of Route 93.  There is $3,500,000 available.   Meeting to be held on Tuesday, October 4, 2005 at the Pembroke Town Offices: 

 

Selectmen agreed that Jeff Crosby, Road Agent, would be the logical person to attend. 

 

Janice VandeBogart will contact him.

 

2.       Update of Town Office Bathroom Construction: 

 

The contractor who was awarded the Town Handicapped Bathroom contract has been discharged. 

 

a.        Michael Poirier has agreed to work with the Town in getting the bathroom complete and operational.  Patrick (Woody) Bowne and Brad, of the Transfer Station have been working on gutting the facility.   The electrical and plumbing work will be started next week.  The original contractor has agreed to send back the money by next week.

 

b.       There is no hot water within the Town Office.  According to the Building Code, there must be hot water.  Michael Poirier has investigated the possibility of getting a small 20 gallon hot water tank to fit into the storage area.  This will be done according to code.

 

Janice VandeBogart reported that the water in the building is now turned off completely.  There is no water in the building presently.

 

GPS PROPERTIES, GREG SCARLETT:

 

1.        Greg Scarlet appeared before the Selectmen and stated that in order to build more than one house off Old Mill Brook Road, he needs  to upgrade the road to Class V standards.  He stated he is unable to because the road is only 33 feet wide.  He said he has tried to acquire some land from abutters to no avail.  Ken Swayze suggested he talk with the Selectmen as to how to address the situation. 

 

Greg Scarlett stated that Old Mill Brook Road is not 50 feet wide and 50 feet is the standard, therefore he has a problem. 

 

Wayne Bracy gave the Selectmen a history of the situation with regard to Old Mill Brook Road.  He stated the banking is extremely steep and he (Scarlett)  would have to take it from the east side.  He (Scarlett)  has tried to purchase land with no results.   Wayne Bracy stated that from the Town’s point of view, Old Mill Brook Road is 33 feet wide. 

 

The Selectmen advised Greg Scarlett to have engineering done for the proposed road.  The Town Engineer will not tell the developer how to do the road.  The Town Engineer works for the Town.   He only reviews the road plans after they are completed.   The Town Engineer will review the proposed road engineering once it is submitted. 

 

RICK KEEFE:

 

1.        Rick Keefe, North Woods Development, stated he would like to put on the final coat of asphalt prior to winter before the price of asphalt increases, etc.   Stated there has already been a $3,000 increase for the asphalt. 

 

a.        He stated there are three lots that have not been built on yet from the ten lot subdivision.  Stated the lots may not be built on this year. 

 

b.       Rick Keefe noted that he has $42,000 in escrow for the road.  Stated he could get the final coat done for $25,000.  Would like to get the balance returned to him. 

 

c.        Selectmen expressed concern about damage to the final asphalt once it is done when there are still three lots remaining to be built upon.   Heavy equipment damages the asphalt, and there is no money remaining in escrow for repairs.  It is very difficult to get contractors to own up and be responsible for road damage.  This is the reason the Town always makes sure the final coat is done after all construction is complete, etc. 

 

Les Hammond stated that construction equipment damages the asphalt and no one owns up to doing the damage.   It is difficult to get contractors to pay for the damage once it is done. 

 

Selectmen agreed to look into the possibility of holding the CO’s for the lots and also checking with Ken Swayze, Building Department.  Will give Rick Keefe an answer by next week. 

 

MIKE POIRIER, TOWN OFFICES BATHROOM:

 

1.        Mike Poirier appeared before the Board and stated he would be able to take care of the Bathroom Reconstruction for a total cost not to exceed $11,800.  He will utilize help from Transfer Station personnel in gutting the facility and taking the debris away. 

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen hire Michael Poirier as the Construction Manager to oversee the construction work for the Town Offices Handicapped Bathroom for a total price not to exceed $11,800 which includes plumbing and electrical work.  The motion was seconded by Les Hammond.  The motion passed unanimously. 

 

There being no further business, the meeting adjourned with the following motion:

Mert Mann made a motion that the Dunbarton Board of Selectmen’s Meeting adjourn at 8:25 p.m.  Les Hammond seconded the motion.  The motion passed unanimously.
