DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, SEPTEMBER 8,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

                Mert Mann

                Les Hammond

                Janice VandeBogart, Town Administrator

 

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

                U. S. Cellular – Site Plan Review, Use of Powell Lane

 

Selectmen noted receipt of correspondence from U. S. Cellular regarding use of Powell Lane which is a Class VI road.   Selectmen will make recommendations as to what improvements, if any, should be done to Powell Lane for the U. S. Cellular access, etc.  Dunbarton Planning Board will be notified as to recommended improvements, etc. 

 

Boston Cane

 

Mert Mann reported that he had contacted Wendy Dailey, President of the Dunbarton Historical Society, regarding the Historical Society administering the Boston Cane Project. 

 

Merrimack County Budget

 

Les Hammond reported that he had noticed Merrimack County was considering a supplemental budget.  He stated he did not understand how much money was being considered at this point.  Suggested the Selectmen look into this matter because it will affect the County portion of the Dunbarton Tax Rate. 

 

JANICE VANDEBOGART, TOWN ADMINISTRATOR:

 

Auditors

 

Janice VandeBogart, Town Administrator, reported that the Auditors will be coming to the Town Offices on Tuesday, September 13, 2005.  Will be reviewing MS5 Program and also M1.  Town has received an extension to October 1, 2005. 

 

Unisex Bathroom

 

Reported that progress on the bathroom is very slow.  Michael Poirier will check with the contractor to see if he can help move things along. 

 

Non-Buildable Lot Agreement – Gorham Pond

 

Reported that the Town of Dunbarton has been served with a legal suit from Dancewicz regarding a previously negotiated Non-Buildable Lot Agreement.  The three children (heirs) are stating that they never signed the agreement, etc.  This is the second time this case has been in court.  The first time the case was dismissed. 

 

Transfer Station – Patrick (Woody) Bowne:

 

Reported that Woody has asked for this coming Saturday, September 10, 2005 off to make up for Labor Day Holiday, etc. 

 

Selectmen agreed to this request.

 

Janice VandeBogart stated she still had one more week vacation time and would like to take Monday, Tuesday and Wednesday of Thanksgiving Week off  (3 days) and also Thursday, October 6 and Friday, October 7 prior to Columbus Day (October 10, 2005). 

 

Selectmen agreed to this request. 

 

WINSLOW TOWN FOREST:

 

Charles (Chuck) Graybill reported that he had received a telephone call from John Swindlehurst, Sr. regarding the Winslow Town Forest Gravel Pit situation.  Mr. Swindlehurst had reconsidered  and would like to form a three member committee to work on the problem at the Winslow Town Forest.  He has recommended the following individuals be on the Committee:

 

                Jeff Crosby

                Fred Mullen

                Les Hammond

 

He stated he would like to formulate the Committee to work on the reclamation project for Winslow Town Forest Gravel Pit, etc.

 

Les Hammond noted he had spoken with Jacques Belanger, Surveyor, regarding the possibility of his doing the Management Plan for the Reclamation of the gravel pit. 

 

There being no further business, the following motion was made:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn at 8:05 p.m.  The motion was seconded by Charles (Chuck) Graybill.  The motion passed unanimously.
