DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, AUGUST 11,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled bi-weekly summer scheduled meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

               

                Charles (Chuck) Graybill, Chairman

                Mert Mann

                Les Hammond, Arrived at 7:35 p.m.

 

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

1.        It was noted for the record that pictures on the Town Common were taken this evening  for the 250th Anniversary Daffodils for Dunbarton Project with Selectmen Mann and Graybill along with Donna Dunn and other members of the Garden Club who were involved. 

 

2.        The Library Trustees have contacted the Dunbarton Board of Selectmen requesting permission to have an outside fire to toast marshmallows, etc. as part of the summer camp program. 

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen allow the Town Library to have a fire outside and toast marshmallows as part of the camp theme for the summer program.   Charles Graybill seconded the motion.  The motion passed unanimously. 

 

3.        Bids for Uni-sex Handicapped Bathroom within the Dunbarton Town Offices

 

Michael Poirier offered to sit down with the successful bidder and explain what the Town was looking for the bathroom construction, etc. 

 

4.        Mert Mann noted the Library Trustee were in the process of developing cost estimates to be included in the CIP for improvements to the upstairs of the Town Hall.  John Urdi, Bow, was present at the discussion for working out cost estimates with the Library Trustees, etc. 

 

5.        Mert Mann suggested  having the Police Chief look into a link to the Police Department portion of the Dunbarton Web Page to the New Hampshire Registry of Sexual Offenders living within State of New Hampshire. The offenders are listed by Towns on the Web Site.    This way residents would have a procedure they could follow with regard to information regarding sexual offenders living within Dunbarton, etc.  He noted that other towns are pursuing some type of action more aggressively (i.e. Amherst). 

 

6.        Michael Poirier presented the Selectmen with a copy of a maintenance agreement for the shared driveways off Grapevine Road.  He stated that he has checked with the Police and Fire Department and none of them want more signs.  This agreement only relates to driveway and mailboxes.  

 

 

 

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91-A:3 at 7:42 p.m. to discuss welfare and legal issues.  The motion was seconded by Mert Mann.  The motion passed with a roll call vote as follows:

 

                Graybill – Yes

                Mann – Yes

                Hammond – Yes

 

NO MOTIONS OR DECISIONS WERE MADE DURING THE NON-PUBLIC SESSION.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the non-public session for discussion of welfare and legal issues at 8:55 p.m.  in accordance with RSA 91-A:3.  The motion was seconded by Charles (Chuck) Graybill.    The motion passed unanimously with the following vote:

 

                Mann – Yes

                Hammond – Yes

                Graybill – Yes

 

Jeff Crosby, Road Agent:

 

1.        Reported that the Town Garage Roof plywood appeared to be “lifting” up from the roof trusses in several places on the south side of the garage.  The roof has been on for 25 years.  Jeff stated he will contact a “roof contractor” to look at it and make suggestions.  Possibility of a temporary fix until such time as a new metal roof could be put on. 

 

2.        Stated that he has been notifying residents when they are infringing on the Town right of way with stone walls, etc.  Selectmen noted they would agree with the Road Agent if irate residents call the Town Office. 

 

3.        Asked about whether there is a “time frame” for putting the final coat of pavement on accepted Town Roads such as Tucker Hill Road.  The Selectmen noted that until the last house within the subdivision is completed, the final coat is not put down because they do not want heavy equipment running on the final asphalt coat. 

 

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91-A:3 at 9:12 p.m. to discuss welfare issues.  The motion was seconded by Mert Mann.  The motion passed with a roll call vote as follows:

 

                Graybill – Yes

                Mann – Yes

                Hammond – Yes

 

NO MOTIONS OR DECISIONS WERE MADE DURING THE NON-PUBLIC SESSION.

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the non-public session for discussion of welfare  issues at 9:55 p.m.  in accordance with RSA 91-A:3.  The motion was seconded by Charles (Chuck) Graybill.    The motion passed unanimously with the following vote:

 

                Mann – Yes

                Hammond – Yes

                Graybill – Yes

 

There being no further business, the following motion was made:

 

MOTION:

 

Mert Mann made a motion to adjourn the Dunbarton Selectmen’s Meeting at 9:56 p.m.  The motion was seconded by Charles (Chuck) Graybill.  The motion passed unanimously.
