DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, JULY 28,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled bi-weekly summer scheduled meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

                Les Hammond

                Janice VandeBogart, Town Administrator

 

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

Robert Perry, Dorothy’s Way:

 

Robert Perry appeared before the Board of Selectmen with a copy of the corrected agreement regarding the construction of Dorothy’s Way at risk.   The agreement was signed by appropriate members of the Planning Board.  The Board of Selectmen will also sign the agreement.

 

Request for 90 day Extension for Dunbarton 88, LLC (now Summerhill Development) Site Plan Review:

 

A letter from the Planning Board requesting the 90 day extension was discussed by the Selectmen.  It was noted that the Consultants (Legal Counsel, Central Regional Planning Commission, and Don Mayo, Town Engineer) needed additional time to submit their final reports to the Planning Board.  The following motion was made:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen grant a 90 day extension to the Planning Board for the proposed Dunbarton 88, LLC (now Summerhill Development) Site Plan Review PRD Project in order to continue review of this project by the Planning Board.   The motion was seconded by Charles (Chuck) Graybill.  The motion passed by a majority vote as follows:

 

                Mann – Yes

                Graybill – Yes

                Hammond - No

 

Janice VandeBogart, Town Administrator:

 

Janice VandeBogart, Town Administrator, brought up the following items for discussion:

 

1.       Patrick (Woody) Bowne submitted the following suggested Policy for the Transfer Station:

 

“As of August 23, 2005 sneakers, sandals, flip-flops, and tie shoes are not appropriate footwear that can be worn to work at the Dunbarton Transfer Station.  This decision was made at a recent Joint Loss Committee meeting.

 

Also, as a reminder, all employees are to report to work 5 minutes prior to the opening of the Transfer Station.  For example:  All employees should be to work by 7:55 am on Saturdays and 3:55 pm on Wednesdays.” 

 

The Selectmen agreed and signed the policy. 

 

2.       Town Offices Unisex Bathroom Construction Bid:

 

One bid was received for the Town Offices Bathroom Construction as follows:

 

        DCS Construction

        Chocurua, NH

        $9,990.00

        Included a Certificate of Liability Insurance

 

Selectmen asked Janice VandeBogart to check references, etc. and report back to the Board for the next regularly scheduled Selectmen’s meeting. 

 

3.       Town Library:

 

Library has requested painting to be done around the entranceway, including the posts, etc.

 

Selectmen agreed to take the request under advisement and  possibly include it within the Capital Improvements Plan along with the Town Hall painting, etc. 

               

4.       Ron Boynton, Invoice for Leaves Removal from Cemetery:

 

Selectmen agreed to look into the cost for the removal of the leaves which had been put within the Cemetery.  Les Hammond called Ron Boynton and requested an invoice broken down by hours and price per hour prior to payment of the invoice. 

 

5.       Salt Shed:

 

Engineering plans are in the process of being completed.  No plans received to date. 

 

6.       FEMA:

 

Janice VandeBogart, Town Administrator, reported that she has received notice that the Town will receive $5,281.96 from the Federal Government and possibly (no guarantee) that the State will give the Town $1,489.79 for a possible total of $6,771.75.

 

Selectmen congratulated Janice VandeBogart for a good job for the FEMA reimbursement. 

 

7.       Long Pond Access Road: 

 

Janice VandeBogart stated that during the GATSBY process re Town Land, the access to Long Pond came up.  She asked if the access to Long Pond is owned by the Town of Dunbarton or the State of New Hampshire.

 

Les Hammond stated he will check with owners in the area.

 

8.        Historical Society Insurance:

 

Mert Mann reported that he has paid the first portion of the Historical Society Insurance to Peerless Insurance.  He will pay the remainder of the insurance from Historical Society funds and then seek reimbursement from the Town of Dunbarton.   (It is estimated to be around $800 - $850)

There being no further business, the meeting adjourned by the following motion:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the meeting at 8:15 p.m.  The motion was seconded by Charles (Chuck) Graybill.  The motion passed unanimously.
