DUNBARTON BOARD OF SELECTMEN
MINUTES OF MEETING
THURSDAY, JUNE 9, 2005
TOWN OFFICES – 7:00 P.M.
The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding. It was noted that the meeting was called to order at 7:00 p.m. The following were present:

The
Selectmen reviewed correspondence and signed checks prior to the Public Meeting
was called to order.
GENERAL
BUSINESS:
1.
Mert Mann and Les Hammond reported that they attended the Grand Opening
Ceremony of
the
Merrimack County Department of Corrections,
2005).
2.
Les Hammond reported that the Joint Loss Committee Meeting was held
this morning (June
9,
2005) at 8:30 a.m. The Committee
decided to hold future meetings twice a year on the
second
Thursday of the month in June and December.
The June 2006 meeting will be
held
on
Thursday, June 9, 2006.
Janice
VandeBogart, Town Administrator:
1.
A former Town employee, Brenton Ducharme has not returned the uniforms
which consist of
7
jeans, 2 jackets, 7 T-shirts, and 5 button shirts. The Town is responsible for the rental of
these
uniforms at a cost of $8.00 per month.
Woody has tried to contact him with no results
as
yet.
Les
Hammond contacted Mr. Ducharme and advised him to come to the Town Office and
return
the uniforms and pick up his last check.
Charles (Chuck) Graybill recommended the Town consider instituting a
pre-employment
process whereby the employee puts up a retainer for a one week supply of
uniforms. Stated
other
Towns are doing this.
Janice will check with other Towns and also
with Woody regarding this.
2.
MS2 form signed by the Selectmen.
3.
Milfoil will be treated at Gorham Pond on Wednesday, June 22,
2005. The following notice has been
sent to all abutters.
NOTIFICATION OF AQUATIC
TREATMENT
Gorham Pond –
Aquatic Control Technology, Inc.,
The following temporary
water use restrictions will be imposed within and immediately adjacent to the treated areas:
-
No swimming, boating or fishing for one (1) day
-
Do not use pond water for drinking purposes for three (3) days
-
Do not use pond water for irrigation purposes for five (5) days
-
Do not use pond water for livestock consumption for one (1) day
The shoreline of the treated areas will be posted
with signs warning of the temporary water use restrictions, immediately prior
to treatment. If you have any questions concerning this treatment, contact
Aquatic Control Technology, Inc. at the above address.
4.
Mark Desmarais has asked about the Selectmen’s decision regarding the
parcels of land he
would
like to purchase from the Town.
The Selectmen agreed they have no plans of selling
any Town land at this time. If in
the future, land is sold, it must go
through the bid process after review by the Planning Board and Conservation
Commission.
5.
Reported that the Town Offices will be going on summer hours starting
next week. The hours will be 7:00 am. –
3:00 p.m.
Kenneth
Swayze, Planning and Zoning Admin.:
1.
Stated that Mark Desmarais wants to build on the first lot within his
subdivision on
2.
Mark Desmarais wants to put a driveway off the first lot and build one
house. Mark Desmarais stated he would be
building the house for himself. He has
300 feet of frontage on

Mark Desmarais wants to build the road “at risk”. Ken stated that the complete road needs to
be done
to the specs and then he could get the road accepted, and he then has the right
to have
his plan
filed.
4.
Ken stated only Selectmen have jurisdiction over roads built
“at-risk”.
5.
Ken noted that Mark Desmarais is required to post a $533,000 Bond for
the proposed road plus a 10% escalator
factor according to the Planning Board decision unless he goes “at-risk”.
6.
In addition, there is a need for a reclamation bond. There is a requirement for a fire pond
within the decision also.
7. Ken stated that if a Bond is
filed, the Town has to issue building permits.
You are not allowed to issue CO’s (Certificates of Occupancy) until the
road is accepted by the Selectmen.
8. Ken noted that Mark Desmarais will have to go back to the Planning Board for a revised subdivision, etc.
9. Ken gave the Selectmen copies of the current Subdivision regulations along with a copy of the Mark Desmarais subdivision approval.
John
Trottier, Dunbarton Zoning Board of Adjustment:
1. Stated that he supports Ken Swayze as Building Inspector. Stated he is doing a good job.
2.
Presented a letter recommending that Wayne Bracy be appointed to the
Dunbarton Zoning Board of Adjustment as an alternate.
Les Hammond stated he would like to speak with Mr.
Bracy prior to the Selectmen appointing him to the Board of Adjustment.

Mann made a motion that the Dunbarton Board of Selectmen adjourn the meeting at
8:35 p.m. Charles Graybill seconded the
motion. The motion passed unanimously.
