DUNBARTON BOARD OF SELECTMEN
MINUTES OF MEETING
THURSDAY, JUNE 30, 2005
TOWN OFFICES – 7:00 P.M.
The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding. It was noted that the meeting was called to order at 7:00 p.m. The following were present:

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.
GENERAL BUSINESS:
Tim Terragni, Board of Assessors:
Tim Terragni, Board of Assessors, brought the Selectmen up to date on the Revaluation with a timeline as follows:
June 27 – July 7 – Town to review 43.5% of properties
June 24 – July 1 – Vision to key call back changes, remaining field review changes and curtilidge values.
July 1 – July 6 – Vision to reconcile values and finalize database and sales ratio studies.
July 7 - Vision to provide Board with final values presentation. At this time, remaining cards (56.5%) and the live database for their review. At this time, town will need to make any final legal changes for address changes and transfers.
July 7 – July 13 - Town to review 56.5% of data and sign off on values and return live database to Vision.
July 14 - Vision to mail assessment notices to taxpayers.
July 18 – July 25 - Taxpayers can call Vision for an appointment for an informal hearing. (6 days to call Vision)
July 21 – July 28 - Informal hearings (interior inspections will be done as needed) (7 days for hearings)
July 29 - Informal hearing changes keyed
August 1 - Final value notices mailed for those who attended informal hearings. Final database, set of printed cards and appraisal manual delivered to town.
A meeting was set up for Thursday,
July 7, 2005 at 8:30 a.m. for the Selectmen to review the Revaluation
Process with Vision and the Board of Assessors. Selectmen should have questions ready for
Vision for this meeting.
Residents will be receiving
new assessment notices on July 14, 2005.
Informal Hearings:
After discussion, it was decided by the Selectmen to have the Police
Department be present at the Informal Hearings to be conducted between
July 21 and 28, 2005 at the Community Center.
Tim Terragni will call the Police Chief to make arrangements.
Tim Terragni stated he had a concern regarding mother-in-law apartments. Stated the lot is used for extra people which could be a burden to the Town. What about the possibility of charging an extra assessment for land value for properties with mother-in-law apartments?
Selectmen agreed they did not feel the property owners could be charged twice or more than other land owners, etc. The mother-in-law apartment is included in the assessment, etc.
Jeff Crosby, Road Agent:
1.
Stated that next Tuesday and Wednesday, July 5 and 6,
Brox will be paving
2. Have also done culvert work in front of Greenhalge’s home.
3. Selectmen advised the Road Agent that he will be receiving paperwork for the CIP (Capital Improvements Plan) which he should complete and return, etc. The time frame is to cover a six year period and only include equipment or special reconstruction of roads, etc.
4. Jeff Crosby stated that the Town Garage roof plywood is lifting. It is lifting up the roof shingles. This needs to be looked at.
5. Jeff Crosby noted the Salt Shed plan will be ready after July 4. The specifications will be put in the paper to advertise for bids.
Janice VandeBogart, Town Administrator:
1. Presented the RFP for the Unisex Bathroom in the Town Offices which was completed by Mike Poirier at no cost to the Town.
At this point in the meeting,
Charles (Chuck) Graybill stated he would like to thank Mike Poirier for doing
this on behalf of the Town.
2. Received bids for #2 Heating Oil, Diesel and Unleaded Gasoline.
Mert Mann, Selectmen, opened the bids as follows:
a.
Dunbarton Fuel Company
Service of Heating Systems -
$60.00 per hour with an average of 30 minutes response time for emergency
service.
#2 Heating Oil – Daily
b.
Draper Energy Company, Inc.
Low Sulfur Diesel and
Gasoline –
The price for 89 octane
unleaded delivered to Dunbarton as of today’s date is $1.9485. The price for Low Sulfur Diesel is $1.9867.
MOTION:
Les Hammond made a motion
that the Dunbarton Board of Selectmen accept the bids for services from
Dunbarton Fuel Company on heating systems at $60/hour and #2 Fuel Oil fixed at
$1.89/gallon and from Draper Energy Company for diesel fuel at $1.9867/gallon
and 89 octane gasoline at $1.9485/gallon as prices quoted on the bids as
submitted. Charles (Chuck) Graybill
seconded the motion. The motion passed
unanimously.
3. Transfer Station – Patrick (Woody) Bowne has received two applications for workers for the Transfer Station. One of the applicants decided he did not want the job. The other applicant will be volunteering July 14 – 18. Woody recommends that we hire him.
MOTION:
Les Hammond made a motion
that the Dunbarton Board of Selectmen that the Town hire Payton S. Scheffler,
10 County Club Lane, Dunbarton, NH as an employee at the Transfer Station
pending appropriate physical examination, etc.
Mert Mann seconded the motion.
The motion passed unanimously.
4. Charles
(Chuck) Graybill gave an update on the CIP Program. All department heads were present at the
first organizational meeting held on Tuesday, June 28, 2005 with the exception
of the Road Agent. Have asked Janice
VandeBogart, Town Administrator, to be the central depository for the completed
applications from all department heads.
Will send out a form letter and sample of the form to be completed by
all department heads. Next meeting is
scheduled for Tuesday, August 23, 2005 from 6 – 9:00 pm.
5. Reported that the Fire Department sold 500 tickets for the Chicken Barbecue. Made about $1,000.

Gave the Press (Steve Abbott) an update on the Salt
Shed, Unisex Bathroom for the Town Offices, and paving to be done on

Mert Mann made a motion that the Dunbarton Board of
Selectmen adjourn at 8:30 p.m. The
motion was seconded by Charles (Chuck) Graybill. The motion passed unanimously.
