MARK DESMARAIS

            Road Built “At Risk”

Mark Desmarais appeared before the Board regarding the road for his subdivision on Grapevine Road.   He stated that Kenneth Swayze had stated that Mark Desmarais would have to speak to the Selectmen regarding “at-risk” construction of the road.

Mark Desmarais stated he would like to build the road “at-risk”.  He stated he would like to clean up the front area so it is not a problem for the neighbors.  He stated he would like to take care of the erosion problem.  He would like to build the road to the end of Lot #1 about 600 feet.  He stated the Town has done this in other instances, i.e. Keefe, etc.

Mark Desmarais stated he would only be building the road for the first lot within the subdivision.  He said he would like to build a house for himself on the first lot.

The Selectmen noted that for the Keefe “at-risk” project, the Town Engineer did spot checking at the applicant’s cost to make sure the road standards were met.  This is the way it would have to be handled if Selectmen agreed to allowing the road to be built “at-risk”.

The Selectmen stated that they would check with Kenneth Swayze, Building Department, to see what the situation is and how it should be handled.

The Selectmen made no decision re Mark Desmarais request.

Former LeClerc (Town) Property on Clinton Street

Mark Desmarais stated he was interested in purchasing the parcel on Clinton Street (former LeClerc Property) which abuts his parcel at the rear.

The Selectmen pointed out that according to Town vote/authorization at the 1994 Town Meeting, the Selectmen must follow certain procedures prior to disposing of Town Lands.  The Planning Board and the Conservation Commission must review the parcels prior to sale.  In addition, the property shall be conveyed by deed following a public auction, or the property may be sold by advertised sealed bids, or may be otherwise disposed of as justice may require, pursuant to RSA 80:80.
