DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, MAY 26, 2005

TOWN OFFICES – 7:00 P.M.

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

                Charles (Chuck) Graybill, Chairman

                Mert Mann

                Les Hammond

                Janice VandeBogart, Town Administrator

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

GENERAL BUSINESS:

Janice VandeBogart presented the following items to the Board of Selectmen:

1.        St. John’s Episcopal Church, Cliff Gillespie, Twist Hill Road, has requested that the Selectmen ask the State of New Hampshire Highway Department to remove an existing large yellow sign, which is presently blocking the vision of the sign, which the church has recently put up regarding pedestrians walking.   The new sign can’t be seen because of the State sign.  The State needs something from the Town saying that the sign was no longer needed any more before they will take it down.

Janice VandeBogart will draft a letter for the Selectmen to sign.

2.        Arsenic in water at the School Building.  Because of upcoming new State Standards, the school nor the Town Offices water will not meet the standards for arsenic in January 2006.

The Selectmen agreed that the Town Offices will take out the water fountain and replace it with a water tower.

3.        Janice read a letter regarding the Board of Assessors and how current use with a home on it is determined.  They use a one acre home site as the most valuable part of the property.  Anything after that is considered under current use at a different assessment.  Starts at $4,500.

4.        Janice VandeBogart requested vacation for the coming week.  Selectmen signed the request.

Mrs. David Ledger, 1085 Montalona Road:

Mrs. Ledger asked what could be done about the pond in her front yard which is created by water, etc.  It was determined that the previous culvert had probably been replaced by a concrete one which was too high in the ground.  Because of this, the water does not drain properly.

The Selectmen stated they will have the Road Agent go down and inspect the situation to determine what can be done.

Planning Board Request for a 90 Day Extension for the Gerald Gelinas/Don Perkins proposed Subdivision and Lot Line Adjustment:

                MOTION:

Mert Mann made a motion that the Dunbarton Board of Selectmen grant a 90 day extension for the Gerald Gelinas/Don Perkins Proposed Subdivision and Lot Line Adjustment.  Les Hammond seconded the motion.  The motion passed unanimously.

GASB #34

Janice VandeBogart, Town Administrator, reported that Mason and Rich Accountants will be auditing now that the GASB (Fixed Assets) is completed.  In the future, all departments will be required to list asset values for the record.   This program is mandated by the State.  It is necessary for the government to be able to look at it to see how we expended monies, etc.

At this point in the meeting, Charles Graybill stated he would like to thank Janice VandeBogart for all the hard work she did in putting this together.

TOWN OFFICES:

Charles (Chuck) Graybill stated he had met with Todd Riley, Structural Engineer, regarding removing the wall between the two bathrooms in the Town Offices and making one larger handicapped bathroom.   Todd Riley reported that the wall was not a carrying wall and could be removed.

The Selectmen agreed to contact Michael Poirier regarding writing up a RFP for construction of the new wheel chair accessed bathroom in the Town Offices.

CIP Program:

The Selectmen requested that the CIP program be put on the Planning Board Agenda for the next meeting for discussion.

JOINT LOSS COMMITTEE:

Les Hammond, Selectman, agreed to be the representative for the Selectmen for the Joint Loss Committee.

Comments from the General Public:

                NONE

                MOTION:

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn their meeting at 8:25 p.m.  Charles (Chuck) Graybill seconded the motion.  The motion passed unanimously.

Respectfully submitted,
