DUNBARTON BOARD OF SELECTMEN
MINUTES OF MEETING
THURSDAY, APRIL 14, 2005
TOWN OFFICES – 7:00 P.M.
The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding. It was noted that the meeting was called to order at 7:00 p.m. The following were present:

The
Selectmen signed checks prior to the Public Meeting was called to order.
Martha Rae, Dunbarton Tax Collector, presented the Selectmen with one Tax Deed to be signed. (Ronald K. Moyle) J3-01-22.
Janice VandeBogart, Town Administrator, presented the
following items to the Board of Selectmen for review:
Janice VandeBogart presented a letter from Town Counsel regarding the Elsasser/Labonville case vs. Town of Dunbarton to the Selectmen for their information.
BOARD OF ASSESSORS
Janice VandeBogart reported that the Board of Assessors had put the Current Use Assessments out for bid. There are 258 parcels of current use with just land and 146 of parcels which have a house on them making a total of404 current use parcels.
TRANSFER STATION
Patrick “Woody” Bowne, Transfer Station, has requested permission to advertise for a new person to work at the Transfer Station.
The Selectmen agreed to give Patrick “Woody”
permission to go ahead and advertise for a new employee.
CAMPER POP UP TRAILER
Janice VandeBogart, Town Administrator, reported that there is a Pop up Camper left abandoned on Long Pond Road. The police have looked into it and there is no record of the VIN identification number on record. The camper will be taken to the Transfer Station and held there for 60-90 days to see if someone claims it. The camper had to be removed from the side of the road
OLD VEHICLES
The Transfer Station Supervisor has reported there are four old cars at the Transfer Station for the Fire Department to use for training and practice for the Jaws of Life.
Les Hammond reported there were 8-10 bags of trash left on Twist Hill Road. He noted they had been picked up. Janice VandeBogart reported that the Highway Department had picked them up.
Janice VandeBogart reported that Chris Connelly, Police Department, had submitted a report regarding the Gorham Pond unregistered vehicles. They are in the process of being taken away but are not gone yet.
BUDGET
The Selectmen reviewed the expended budget figures. Because it was the end of the first quarter of the year, they compared balances, etc.
TELEPHONE BID
Janice VandeBogart,
Town Administrator, reported that Robert McHenry, Computer Technician,
had reviewed the bids received for the telephone system. He was satisfied with the information
provided and recommended that the bid from Voice Systems of Canton,
Massachusetts for a price of $3,517 would be the best choice.
1. The system provides for 3 ˝ hours of voice mail storage.
2. Voice mail can be called up from home.
3. Has the capacity for conference calls.
Janice VandeBogart has checked their references with both the Town of Bristol, Connecticut and the City of Manchester and the references were positive. In addition, the company had installed systems at the Manchester Airport and Gallagher’s Law Office in Concord, NH.
The Selectmen instructed Janice VandeBogart to
check the other two references for Manchester Airport and Gallagher’s prior to
the Selectmen making a final decision.
Janice VandeBogart reported that for $100 more, it would enable the company to connect with the system remotely to determine what a particular problem was and they could diagnose it from there and possibly correct the problem. If not, they would have an idea of what the problem was before they made a service call to the Town Office.
Les Hammond, Selectman, asked if the system could be expanded. Janice VandeBogart stated that the system would not be able to connect into the Highway Department and the Transfer Station. In addition, the Police Department and the Fire Department would not want to be integrated into the system anyway. She stated that if the Town Office is moved, the system can go with them.
The Selectmen agreed they would want the IP
Connection for the additional $100.
The Selectmen instructed Janice VandeBogart to
check into what type of Service Contract and Cost would be available for the
system.
The Selectmen agreed they would be willing to pay
Robert McHenry for being present when the system is being installed.
NEW HAMPSHIRE SELECTPERSON INSTITUTE – ANTIOCH
Les Hammond, Selectman, indicated he would like to attend the New Hampshire Selectperson Institute to be held at the Local Governor’s Center in Concord, New Hampshire at a cost of $100.
MOTION:
Charles (Chuck) Graybill made a motion that the
Dunbarton Board of Selectmen approve the request for Les Hammond to attend the
New Hampshire Selectperson Institute to be held at the Local Governor’s Center
in Concord, NH at a cost of $100 to be paid by the Town of Dunbarton. Mert Mann seconded the motion. The motion passed by a majority with Les
Hammond abstaining.
FEMA
Janice VandeBogart, Town Administrator, reported that Alan Sheldon, Town Employee, had attended the FEMA Meeting and had gotten all the forms necessary and will be filling them out for reimbursement for the January 2005 snow storm.
WASHOUT ON TENNEY HILL ROAD
Janice VandeBogart reported there was a possibility of reimbursement from FEMA for the washout on Tenney Hill Road.
MOTION:
There being no further business, Mert Mann made a
motion that the meeting be adjourned at 8:30 p.m. Charles (Chuck) Graybill seconded the
motion. The motion passed by a majority
vote with Les Hammond abstaining.
