MINUTES OF MEETING

THURSDAY, MARCH 24,  2005

TOWN OFFICES – 6:30 PM

Meeting was called to order at 6:30 pm.  It was noted that the meeting had been posted to begin at 6:30 pm.

 

Motion by Chuck Graybill to enter into Non-public session pursuant to RSA 91-A to discuss Welfare was seconded by Mert Mann:  Vote was as follows;  Mert Mann – yes; Chuck Graybill – yes; Les Hmmond – yes.  Motion carried and the board went into non-public session at 6:40 pm.

 

Motion by Chuck Graybill to exit non public session at 7:22pm, seconded by Mert Mann.  Votes was a follows:  Mert Mann – yes; Chuck Graybill – yes; Les Hammond – yes.  Motion carried.

 

In Public Session at 7:22 pm:

 

Motion was made by Mert Mann to appoint Donna Meuse as Overseer of Welfare for the Town of Dunbarton for a term ending December 31, 2005, at a rate of pay of $300.00 per month to be paid on a montly basis.  Officer hours, if needed, will be every Thursday night from 6:00 PM TO 8:00 PM at the Dunbarton Town Office.  The motion was seconded by Chuck Graybill.  Vote was as follows:  Mert Mann – yes; Chuck Graybill – yes; Les Hammond – yes.  Motion passed.

The Selectmen signed checks prior to the Public Meeting was called to order.

 

7:24--- P.M. – OPEN BIDS FOR TELEPHONE SYSTEM

 

Mert Mann, Selectmen, opened the following bids  for the Computerized Telephone System for the Town Office as advertised:

There was one bid that was submitted too late to be considered. 

 

RON BOYNTON, VOLUNTEER WORK

 

1.        Janice VandeBogart, Town Administrator, reported that Ron Boynton had volunteered to do brush cutting around the cemetery.  He would be doing this as a volunteer prior to starting his mowing. 

 

The Selectmen reached a consensus that Ron Boynton should do the cutting when he is working after April 15, 2005 because of insurance coverage. 

 

MIKE UNDERWOOD, BARK MULCH

 

        1.   Chuck Graybill reported that Mike Underwood would like to see the Town redo the bark mulch in the Town Center.    The Town would provide the mulch.  C. Graybill would suggest getting J&J to deliver a load of bark mulch.  Mike has volunteered to do this if we provide the mulch.

 

FIRE TRUCK, SELL OR USE BY HIGHWAY DEPARTMENT

 

1.      Jon Wiggin, Fire Chief, has notified the Town Office that the Fire Department has a 1979 International Fire Tanker Truck which they would like to get rid of.  Would like to check into the possibility of whether or not the Highway Department would like it or should the Department sell it at the State/Town Auction. 

 

Selectmen agreed to have the Fire Chief coordinate the Jeff Crosby, Road Agent, to determine if the Highway Department could use it.

 

SIGN PERMIT FOR PSNH TO INSTALL POLE AT TRANSFER STATION

 

1.        Permit was signed for PSNH to install an additional pole at the Transfer Station for another light.  Charles (Chuck) Graybill signed the agreement.  It was noted this was a budgeted item. 

 

APPOINTMENTS

 

Dunbarton Conservation Commission:

 

A motion was made by Charles Graybill to appoint Richard Kiah as a alternate member of the Dunbarton Conservation Commission with a term ending in 2008.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

Recreation Commission:

 

A motion was made, seconded and passed unanimously to rescind the vote of last Selectmen’s Meeting appointing Karen Lessard to the Recreation Commission because she is already a member.

 

BUILDING INSPECTOR AND ASSISTANT BUILDING INSPECTOR

 

No decisions have been made at this time.  Positions have been advertised and applications received.  Ken Swayze will be asked to come in next Thursday to discuss.   It was noted by the Board that Ken Swayze would like to stay on as a representative of the Planning Board. 

 

PLANNING BOARD AND ZONING BOARD OF ADJUSTMENT

 

Selectmen agreed to have the Chairman,  Co-Chairman of the Planning Board and the Chairman of the Zoning Board of Adjustment come in next Thursday evening to discuss appointments and recommendations.  

 

LETTERS OF APPRECIATION

 

Janice VandeBogart, Town Administrator, reported that letters of appreciation will be sent to Jacques Belanger, Recreation Commission and Larry Cook, Representative to the New Hampshire Central Regional Planning Commission.

 

GATES

 

Janice VandeBogart, Town Administrator, reported that Brett St. Clair and Larry Cook will be in touch with the Road Agent with regard to the gate at Legache Hill Road.  They will work with the Road Agent.

 

TIM TERRAGNI, CHAIRMAN, BOARD OF ASSESSORS

 

Tim Terragni, Chairman, Board of Assessors, appeared before the Board of Selectmen to discuss the Telephone Company assessments.  Stated this has been going on since 1995.  Has been bounced around the court system for years. 

 

1.      He noted that Peter Montgomery, Dunbarton Telephone Company, has stated that in order for Dunbarton Telephone Company to increase their rates to cover increased assessments, he must go to Public Utilities at a cost of over $100,000.  This would have to be included in increases to customers, etc. 

 

No decisions were made.

 

2.      The Board of Assessors will be assessed $5,000 to sign up for the Class Action Suit which will include other towns.  Tim noted there is no money in the budget for this. 

 

3.      Current Use – Tim Terragni reported that there are 404 parcels of current use land with no homes on them and 141 which do have home sites.  John Swindlehurst is in the process of reviewing the 404 parcels of current use land which have no homes. 

 

4.      The Selectmen gave Tim Terragni a Vote of Appreciation for all his years of service on the Dunbarton Board of Assessors.

            There were no comments from the public.

 

Mert Mann made a motion that the Dunbarton Board of Selectmen’s Meeting be adjourned at 9:00 p.m.  Charles Graybill seconded the motion.  The motion passed unanimously.
