DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, MARCH 17,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

               

                Charles (Chuck) Graybill, Chairman

                Mert Mann

                Les Hammond

                Janice VandeBogart, Town Administrator

 

The Selectmen signed checks prior to the Public Meeting was called to order.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen elect Charles (Chuck) Graybill as Chairman for the ensuing year.  Les Hammond seconded the motion.  The motion passed unanimously.

 

At this point in the meeting, Charles (Chuck) Graybill stated he would like to officially welcome Les Hammond to the Board and looked forward to working with him. 

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91-A:3 at 7:01 p.m. to discuss welfare  issues.  The motion was seconded by Mert Mann.  The motion passed with a roll call vote as follows:

 

                Graybill – Yes

                Mann – Yes

                Hammond – Yes

 

NO MOTIONS WERE MADE DURING THE NON-PUBLIC SESSION.

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen adjourn the non-public session for discussion of welfare  issues at 7:40 p.m.  in accordance with RSA 91-A:3.  The motion was seconded by Les Hammond.  The motion passed unanimously with the following vote:

 

                Mann – Yes

                Hammond – Yes

                Graybill – Yes

 

OTHER BUSINESS:

 

ANNA CHAN – PROPOSED SUBDIVISION EXTENSION REQUESTED FROM DUNBARTON PLANNING BOARD

 

Alison Vallieres, Secretary, Dunbarton Planning Board, presented a request from the Dunbarton Planning Board for a 90 day extension for the Proposed Anna Chan Five Lot Subdivision located off Gile Hill Road.

 

 

                MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen grant a 90 day extension for the Proposed Anna Chan Five Lot Subdivision located off Gile Hill Road.   Charles (Chuck) Graybill seconded the motion.  The motion passed unanimously.

 

PROPOSED SALT SHED

 

Plans were submitted by David Johnson of Weare, NH for the proposed salt shed.  He noted he would be willing to work with volunteers, etc. 

 

The Board of Selectmen agreed to give the plans to Jeff Crosby, Road Agent, for review. 

 

2005 TOWN BUDGET

 

                All Selectmen signed the Town Budget as approved at the 2005 Town Meeting. 

 

APPOINTMENTS

 

                Emergency Management Director

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen appoint Jonathan M. Wiggin as Emergency Management Director for a term ending in 2006.  Les Hammond seconded the motion.  The motion passed unanimously.

 

Highway Safety Committee

 

                Charles (Chuck( Graybill made a motion that the Dunbarton Board of Selectmen appoint

Jeffrey Nelson, Jeff Crosby, Jonathan Wiggin and Les Hammond as members of the Highway Safety Committee with a term ending in 2006.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

                Central Regional Planning Commission

 

                Janice VandeBogart noted that Larry Cook has asked to step down from the Commission.

 

Mert Mann made a motion that the Dunbarton Board of Selectmen appoint Kenneth Swayze as a member of the Central New Hampshire Regional Planning Commission with a term ending 2006.  Charles Graybill seconded the motion.  The motion passed unanimously. 

 

Central New Hampshire Regional Resource Conservation Committee

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen appoint Larry Cook, Matthew Lavey and Kenneth Swayze as members of the Central New Hampshire Regional Resource Conservation Committee with a term ending in 2006.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

Historical Awareness Committee

 

Charles (Chuck) Graybill made a motion that the Dunbarton by Board of Selectmen appoint Harlan Noyes and Harvey Provencher to the Historical Awareness Committee with a term ending in 2008 and Mert Mann to the Historical Awareness Committee with a term ending in 2006.  Les Hammond seconded the motion.  The motion passed unanimously.

 

Planning Board

 

Charles Graybill made a motion that the Dunbarton Board of Selectmen appoint Mert Mann and the Selectmen’s Representative to the Dunbarton Planning Board with a term ending in 2006.  Les Hammond seconded the motion.  The motion passed by a majority with Mert Mann abstaining. 

 

Town Common Project Committee

 

Les Hammond made a motion that the Dunbarton Board of Selectmen appoint Donna Dunn, Diana Driscoll, Joanne Johnson, Paula Mangini, Gail Martel, Leo Martel, Judy Petersen, and Nancy Rizza to the Town Common Project Committee with a term ending in 2006.  Charles (Chuck) Graybill seconded the motion.  The motion passed unanimously.

 

Recreation Commission

 

Janice VandeBogart noted that Jacques Belanger did not wish to be on the Recreation Commission. 

 

Les Hammond made a motion that the Dunbarton Board of Selectmen appoint Dean Jore, Theresa Francoeur and Kim Vaillancourt to the Recreation Commission with a term ending in 2008, and Annie Carney to the Recreation Commission with a term ending in 2007, and Karen Lessard to the Recreation Commission with a term ending in 2006.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

Conservation Commission

 

Mert Mann made a motion that the Dunbarton Board of Selectmen appoint Larry Cook, Brett St. Clair, Mel Gendron, Stanley Sowle and Mark Wamser to the Dunbarton Conservation Commission with terms ending in 2008.  Les Hammond seconded the motion.  The motion passed unanimously. 

 

Town Forest Committee

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen appoint Ed White and Jeff Crosby to the Town Forest Committee with a term ending in 2008.  Mert Mann seconded the motion.  The motion passed unanimously.

 

JEFF CROSBY, ROAD AGENT

 

            Jeff Crosby, new Road Agent, appeared before the Board.  The following items were discussed:

 

1.        Salt Shed Plans done by David Johnson of Weare, NH were given to Jeff Crosby for review.

 

Jeff Crosby stated that he had been investigating the State’s Salt Sheds and had talked with Rick Barrett of District #5 about how the State builds theirs.  The State has been building their own for thirty years with no problems. 

 

The Selectmen noted the budget for the Salt Shed is $75,000 and Site Preparation work will come from the Highway Department budget. 

 

Jeff Crosby noted that the Town of Dunbarton will need a set of plans of their own done by an Engineer. 

 

The Selectmen gave Jeff Crosby authorization to work with Don Mayo, Town Engineer, to work out the design and have Don Mayo do the plans as he is a Structural Engineer. 

 

2.        Jeff Crosby asked about the possible placement of the Salt Shed.  Stated he would like to place it whereby there would be less lights flashing into the nearby houses, etc. 

 

3.        Jeff Crosby asked the Selectmen what they expect of him as Road Agent.

 

The Selectmen noted they would expect the Road Agent to provide the Selectmen with guidance with other than the standard road issues.  Can come in on a regular basis to keep the Selectmen informed.  The Selectmen stated he was the Supervisor of the Town Employee, Alan Sheldon. 

 

The Selectmen stated there will be a Road Hearing on what is going to be done this year.  Will need Road Agent’s guidance.  Selectmen will not be micro-managing the Road Agent.  We have to work together jointly. 

 

Les Hammond stated that he felt that maintenance and safety of the roads were most important and the Road Agent should do what needs to be done and cooperate with the Police Department and the Fire Department. 

 

4.        Jeff Crosby asked about helpers for the Highway Department when needed.  It was noted that flaggers are included within the Highway Department budget.  Can also utilize Transfer Station employees.

 

5.        Gates – Jeff Crosby asked about the Gates that appear in the Highway Department Budget.

 

The Selectmen noted that the Dunbarton Conservation Commission is responsible for the Gates that appear in the Highway Department Budget.  The Conservation Commission wanted the Town to pay for the gates but they will take care of the installation, etc. 

 

6.        It was pointed out that the Road Agent is responsible for the Posting of Town Roads. 

 

7.        Selectmen/Road Agent reviewed the list of Bonds being held for new roads within subdivisions as follows:

 

a.        Jay Drive – Final paving to be completed before release of bond

b.       Keith’s – Final paving

c.        Caleb’s Way – (Marcou’s subdivision)  culvert

d.       Jacqueline Drive – Shoulder work.  Town responsible for the work.

e.        Akey – Held by the Planning Board

f.         Stinson Heights – Held by the Planning Board

g.       Natalie Drive – Returned

h.       Tucker Hill – Letter of Credit.  Top coat needs to be done. 

 

8.        Road Agent responsible for driveway permits and will attend site walks.  Planning Board will notify and should go on site walks. 

 

POLICE DEPARTMENT

 

Police Chief Jeff Nelson and Chris Connelly, Officer, appeared before the Board of Selectmen with an estimate for repairs for the 1993 Cruiser.  The estimate was between $5,000 and $7,000 and they stated the cruiser was only worth $2,000 so it does not make sense to repair it.

 

1.        Chief Nelson stated they had investigated leasing a cruiser.  He stated he felt he could work it into his budget by cutting back on the part-timers.  Will still have more coverage than we presently have. 

 

2.        Will lease through the State bid process.  Have checked with Merchant’s Motors (Steven Singer) and will be able to work with them.  Will still get three estimates or bids.  Cruiser will be leased with the Police Package.   The cost for a 36 month lease is between $600-$700/month.  We will have to go with the 48 month lease package in order to fit in the operating budget.

 

3.        Cruiser will either be a Chevrolet Impala or Ford Crown Victoria.  Will not be a Dodge.
