DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, MARCH 10,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

                Charles (Chuck) Graybill

                Mert Mann

                Janice VandeBogart, Town Administrator

 

The Selectmen signed checks prior to the Public Meeting was called to order.

 

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91-A:3 at 7:01 p.m. to discuss welfare and legal issues.  The motion was seconded by J. R. Swindlehurst.  The motion passed with a roll call vote as follows:

 

                Graybill – Yes

                Mann – Yes

                Swindlehurst – Yes

 

NO MOTIONS WERE MADE DURING THE NON-PUBLIC SESSION.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the non-public session for discussion of welfare and legal issues at 7:40 p.m.  in accordance with RSA 91-A:3.  The motion was seconded by Charles Graybill.  The motion passed unanimously with the following vote:

 

                Mann – Yes

                Swindlehurst – Yes

                Graybill – Yes

 

7:40 p.m. – Wayne Bracy, Phyllis Biron and GPS re Olde Mill Brook Road

 

At this point in the meeting, J. R. Swindlehurst stepped down from the Board because his father, John Swindlehurst is an abutter to the GPS Property.

 

Gregg Scarlet, GPS, stated that what they would like to know is assuming that we go forward with subdividing the upper piece, what improvements need to be made. 

 

The Selectmen informed him that on January 27, 2005 at the Selectmen’s Meeting they informed him as follows:

 

                From Minutes of Thursday, January 27, 2005 Selectmen’s Meeting: 

 

“After discussion, the Selectmen agreed they will request that the Planning Board require any further subdivision will require the road has to be upgraded to a Class V standard from Long Pond Road to the end of the property (turn around).”

 

John Trottier,  Zoning Board of Adjustment

 

1.        Wanted to check on the status of the Building Inspector’s position.  The Selectmen noted that they were working with Ken Swayze, Building Inspector.

 

2.        Wanted to confirm the intent of the zoning amendments that were passed at Town Meeting.

 

Alison Vallieres, Secretary, Zoning Board of Adjustment, stated the amendments were for non-conforming lots (in existence prior to 1970) throughout  the entire Town and not just the Gorham Pond Area.  The amendment as passed covers all structures on existing (Grand-fathered)  lots prior to 1970. 

 

3.        Appointments – No decisions were made on appointments to the Zoning Board.

 

Patrick (Woody) Bowne, Transfer Station

 

1.        Noted that he will be in EMT Class for the next three months on Thursday and Monday evenings.  Will not be available for the Selectmen’s Meeting. 

 

2.        Town Pickup is still broken.  Trying to have it repaired in the least expensive way.

 

3.        Would like to implement mandatory recycling for all  Town Buildings.  Some Town Buildings are already doing this but there are a few that are not.  Would like to put out a notice for all Town Buildings including the Fire Department, Police Department, Highway Garage, Library and Town Office Building.  Currently have a recycling program in the school but it could be better.  Plan until new principal is on board before approaching the school.  The Transfer Station will supply all Town Buildings with a recyclable list and with recycle bins.  Will be picked up on a weekly basis. 

 

Milfoil Grant:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen enter into a Grant Agreement with the New Hampshire Department of Environmental Services effective March 10, 2005 for Milfoil Control.  The Board of Selectmen further authorizes the Dunbarton Conservation Commission to execute any documents which may be necessary to effectuate this Grant Agreement. 

 

J. R. Swindlehurst seconded the motion.  The motion passed unanimously.

 

APPOINTMENTS:

 

MOTION:

 

J. R. Swindlehurst made a motion that the Dunbarton Board of Selectmen appoint Line Comeau as Deputy Tax Collector for a term ending in 2007.  Charles Graybill seconded the motion.  The motion passed unanimously. 

 

MOTION:

 

J. R. Swindlhurst made a motion that the Dunbarton Board of Selectmen appoint Janice VandeBogart Deputy Town Treasurer for a term ending in 2009.  Mert Mann seconded the motion.  The motion passed unanimously

 

OTHER BUSINESS:

 

Janice VandeBogart stated she had enjoyed working with J. R. Swindlehurst, Selectmen,  for the past six years.  The Selectmen agreed and stated the Town was losing an extremely ethical Selectman. 

 

J. R. Swindlehurst stated he would like to thank all present for making it enjoyable. 

 

There was a motion to adjourn the meeting at 9:15 p.m.  The motion was seconded and passed unanimously.
