DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, FEBRUARY 17,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding.  It was noted that the meeting was called to order at 7:05 p.m.  The following were present:

 

                J. R. Swindlehurst, Chairman

                Charles (Chuck) Graybill

                Mert Mann

                Janice VandeBogart, Town Administrator

 

The Selectmen signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS: 

 

Guy/Dawn Doucet Request for a Special Exception:

 

Charles (Chuck) Graybill reported that he attended the Dunbarton Zoning Board of Adjustment meeting held on Monday, February 14, 2005 for the Guy/Dawn Doucet Request for a Special Exception to operate a Log Sorting Business at his property on Jacqueline Drive in Dunbarton.  He stated he clarified to the Board that the Noise Ordinance cannot be  grandfathered.  He referenced the complaints concerning a Gravel Operation which had to adhere to the Noise Ordinance. 

 

Russian Emergency Management Visitors to Dunbarton Town Meeting: 

 

Janice VandeBogart, Town Administrator, reported that a group of ten Russian Emergency Management people will be visiting the Dunbarton Town Meeting for about an hour.  They will have an interpreter with them.  Correspondence forwarded to Fred Mullen, Town Moderator.

 

Snowmobile Trail – Bow Pioneer Snowmobile Club:

 

Janice VandeBogart read a letter from the Bow Pioneers Snowmobile Club stating they were requesting written permission from the Town of Dunbarton to go across lot J3-1-20 (Town of Dunbarton) which is located on the north side of Clinton Street (Route 13).

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen grant permission to the Bow Pioneers Snowmobile Club permission to go across lot J3-1-20 (Town of Dunbarton lot) which is located on the north side of Clinton Street (Route 13).

 

Charles Graybill seconded the motion.  The motion passed unanimously. 

 

Loitering Policy:

 

The Dunbarton Board of Selectmen discussed a possible loitering policy for the Town Offices.  The Town Attorney will draft a Loitering Policy for the Dunbarton Selectmen to review. 

 

 

 

 

 

 

Town Personnel Health Benefit and Jury Pay:

 

                MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen revise the Dunbarton Town Employees Handbook to state that for all newly hired full-time Town Employees hired after this date, that the Town will pick up 80% of their spouses and/or dependents health coverage costs.

Mert Mann seconded the motion.  The motion passed unanimously.

 

MOTION:

 

John R. Swindlehurst made a motion that the Dunbarton Board of Selectmen should revise the Dunbarton Town Employees Handbook to state that if a full-time employee is chosen for Jury Duty, that the Town will continue to pay his salary during his jury capacity at 100%.

            Mert Mann seconded the motion.  The motion passed unanimously.

 

Comments from the General Public:

 

There were no comments from the General Public. 

 

NON-PUBLIC SESSION:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91-A:3 at 7:34 p.m. to discuss welfare issues AT 7:45 pm..  The motion was seconded by Charles Graybill.  The motion passed with a roll call vote as follows:

 

                Graybill – Yes

                Mann – Yes

                Swindlehurst – Yes

 

NO DECISIONS OR MOTIONS WERE MADE DURING THE NON-PUBLIC SESSION.

 

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the non-public session at 8:00  p.m.  in accordance with RSA 91-A:3.  The motion was seconded by Charles Graybill.  The motion passed unanimously with the following vote:

 

                Mann – Yes

                Swindlehurst – Yes

                Graybill – Yes

 

There being no further business, the meeting adjourned at 8:05 p.m.
