DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, NOVEMBER 3,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  Charles (Chuck) Graybill called  the meeting  to order at 7:00 p.m.  The following were present:

                Janice VandeBogart, Town Administrator

               

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order. 

 

The Selectmen also reviewed and signed the minutes from the previous Selectmen’s Meeting of October 27, 2005.

 

PATRICK (WOODY) BOWNE, TRANSFER STATION:

 

Patrick Bowne, Transfer Station Manager appeared before the Board of Selectmen with the following items for discussion:

 

1.       Vacation Schedule

 

Patrick Bowne requested that the Saturday before Christmas (Christmas Eve, December 24, 2005) and the Saturday before New Year’s (New Year’s Eve, Saturday, December 31, 2005 ), the Transfer Station close at 1:00 p.m. 

 

The Selectmen signed his request for Vacation after advising him to make sure the early closing for these dates was well publicized.  

 

2.       Mack Truck Paint

 

Patrick Bowne reported that he had contacted Jack McDevitt, of Mack Trucks, and they have agreed to pay for one half the cost for repainting the roof of the Mack Truck.  Woody will get two more estimates for the repainting.

 

Mack Truck will pay half the cost once the invoice is submitted from a reputable company for the painting.

 

3.       Compactor

 

Patrick Bowne reported that the Compactor needs repair.  The hydralic pump is not working correctly.  Can’t push the material because there is not enough  power to push the ram.  Estimated cost of repair will be between $1,200 and $1,500. 

 

Will be repairing this next week. 

 

4.       Brian Little

 

a.        Brian Little has requested that the Old Control Shed that had been at the Transfer Station, now on private property,  be set on his trailer for removal by the Transfer Station Fork Lift.

 

Selectmen stated they would not grant permission for this use of the Fork Lift.

 

b.       Brian Little has requested permission to have the wood from the cut trees on the side of the bank.  They are pine and poplar.  Have been there since 2002-2003. 

 

Selectmen had no problem with giving the wood to Brian Little. 

 

TIM TERRAGNI, BOARD OF ASSESSORS:

 

                Tim Terragni, Board of Assessors, appeared before the Board of Selectmen.

 

1.        Les Hammond, Selectman,  said he wanted to ask Tim how happy he was with the Revaluation of the Town. 

 

Tim Terragni stated the Board of Assessors was very happy with the final results. 

 

Les Hammond stated that he understood Tim had been on the Board of Assessors since either 1988-89 since the beginning.  Les stated that he had the utmost respect for Tim as a  Town Official and he has his support for all the hard word Tim has done.   I will keep on saying it. 

 

2.        Tim Terragni asked what the process was for triggering Building Permits, etc.  He stated the Town has an investment with the new Revaluation.  We need to keep on top of changes and upgrades to existing properties. 

 

What is the criteria for the issuance of a building permit?  Is it $1,000 of work?  Does it include labor and materials?  What if you do the repairs yourself?  We need to track repairs and upgrading and keep the property cards current. 

 

We have spent considerable dollars for the new Revaluation and need to keep it current.   

 

Janice VandeBogart, Town Administrator, pointed out that the entire process is outlined in a recent Town Report.  She will provide Tim a copy. 

 

GENERAL BUSINESS:

 

Janice VandeBogart, Town Administrator, brought the following issue to the Selectmen’s attention:

 

1.       Auditor’s – Historical Awareness Committee

 

The Auditors are asking for the Historical Awareness Report which tracks the sale of books.  Janice has spoken with Harlan Noyes, and he stated he has the report.  As yet, the report has not been submitted for the Auditors review.  If it is not received, there will be a note to that effect within the Auditors Final Report.

 

2.       Charles (Chuck) Graybill Will Not be Present at Next Week’s Meeting

 

Charles (Chuck) Graybill assigned Mert Mann to be Acting Chairman for next week’s Selectmen’s Meeting.

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the meeting as of  8:30 p.m.  Charles (Chuck) Graybill seconded the motion.  The motion passed unanimously.
