DUNBARTON BOARD OF SELECTMEN
MINUTES OF MEETING
THURSDAY, OCTOBER 27, 2005
TOWN OFFICES – 7:00 P.M.
The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding. Charles (Chuck) Graybill called the meeting to order at 7:00 p.m. The following were present:

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.
The Selectmen also reviewed and signed the minutes from the previous Selectmen’s Meeting of October 20, 2005.
LIBRARY TRUSTEES: NORM ROBERGE AND DEBBIE TROTTIER
Recent Use of
Charles (Chuck) Graybill stated the reason for the Library Trustees being present at the Selectmen’s Meeting was for the Selectmen to determine how permission was accomplished to have the Home Schooling Group Event in the upper Town Hall. He stated the upper Town Hall area was not to be used for public events, etc. because of safety issues such as fire, fire exit and the fact there is no electricity up there.
Deb Trottier stated that there was no existing policy or procedure to refer to for the use of the space in the upper Town Hall. No one seemed to know of a reason not to use it. She stated the space is not under the Library Trustees jurisdiction. The only thing the Library did was just give them access because the only way to access it was through the Library at this time. There was no policy that they were aware of.
Selectmen stated there is a major concern about the public or anyone using the space upstairs. There are no fire extinguishers up there. The emergency exits are not lighted. The Selectmen consider it to be dead space and not to be utilized. The fire exit is not operable at this time.
Debbie Trottier noted that the Fire Chief went up there and left a fire extinguisher for the day. She asked if the Selectmen would draw up a letter regarding the use of the upper Town Hall so they could have it available at the Library to refer to.
The
Selectmen stated that the space in the upper Town Hall was not to be used in
the future. Andrea should not give
access to anyone to the upper Town Hall.
The policy is to check with the Town Office regarding any questions
regarding the use.
Les Hammond noted in the past there had been problems with the Fire Exit, etc. It is part of the safety issue for not having the public in the upper Town Hall.
Charles (Chuck) Graybill noted that in the CIP, the repairs to the upper Town Hall had been moved out in years and funds split, due to the urgency of the Town Offices. The Selectmen would assume that the repairs to the upper Town Hall would be considered as a Bond Issue.
GENERAL
BUSINESS:
Update on Amarosa/Leo
Properties adjacent to Robert Rogers Historic Site:
1.
Les Hammond reported that he had called Dick Amarosa regarding the
Robert Rogers Site Right of Way, and Mr. Amarosa had suggested that we should
wait and see what the U. S. Government wants before making any changes. In addition, he spoke with Jean Leo and she
would rather have Les talk with her husband about the situation. Les Hammond will continue to try to contact
the abutters.

Charles (Chuck) Graybill suggested the Town use a picture of the
Dedication Ceremony which occurred on the property across from Vera Fogg’s this
past Saturday. There were several pictures
taken including all members of the families involved.
Janice VandeBogart, Town Administrator,
brought up the following issues under General Business:
1.
Fred Mullen has agreed to perambulate the Weare/Dunbarton Town Line as
requested by the Town of
2.
Written a letter for the Selectmen’s signature to Judy Petersen
thanking her for her work and service for the Town Common Project as
Co-Chairman.
3.
Donna Dunn is searching for the date for the fire for the Dunbarton
Town Hearse.
4.
Reported that the box of missing Town Reports for the l940’s – 50’s has
been located.
5.
Have received new health insurance figures for 2006. Have increased by 7% meaning a total increase
of $5,000/year.
Workmen’s Compensation Insurance Premiums will be
increasing from $7,479 in 2005 to $12,946 for 2006. Because Dunbarton is grouped with other
Towns, the increase has occurred.
Dunbarton has had not major problems in the last few years.
6.
Visiting Nurse Association Annual Payment of $1,576 for 2006. Selectmen signed and agreed this was a good
thing for the Town.
Patrick
(Woody) Bowne, Transfer Station:
1. Patrick (Woody) Bowne, Transfer Station, reported that he had located a truck which could possibly replace the one that he uses presently. If the truck were purchased, then the $35,000 replacement truck would be taken out of the CIP plan. The truck he has located is at Federal Surplus Properties. It is a 1994 Chevrolet. Possible cost would be $6,000. He would have monies available in the existing budget because bids came in for a new container for well over the budgeted amount so he would not be able to purchase the container anyway. He would use those funds for the truck.
Les Hammond asked if the Town would be able to put a plow on the truck. Woody stated they would be able to.
Selectmen stated they would
give Patrick (Woody) Bowne permission to investigate the purchase of the
replacement truck but would require that he come back to the Board of Selectmen
once details are finalized and clear it with the Board of Selectmen prior to
making the final decision.
2.
Reported that the Mack Truck needs a paint job on the roof. He has contacted Mack Company and they will
not take care of it. The truck is 3 ½
years old and Mack says it is the Town’s problem.
Has received one estimate for repainting at $1,200.
Selectmen requested that he get three quotes for the
repainting of the Mack Truck and bring them back to the Board of
Selectmen.
3.
Les Hammond asked how the Recycling Program was working. Patrick (Woody) stated that Dunbarton is
recycling either 36% or 38% of their waste.
Dunbarton is the second in the Coop for greatest percentage for their
recycling.
4.
Patrick (Woody) stated that he is considering putting in for a grant
through New Hampshire Beautiful. The
money becomes available on November 1.
Will be sure to get the grant written up in time. There is a possibility of getting between
$3,000 - $5,000 towards a baler. The
total cost of the baler is $13,500.
Noted that recycling of plastic is presently very
labor intensive.

that the Dunbarton Board of Selectmen adjourn the meeting at 8:22 p.m. Les Hammond seconded the motion. The motion passed unanimously.
