DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, OCTOBER 6,  2005

TOWN OFFICES – 7:00 P.M.

 

The regularly scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill  presiding.  It was noted that the meeting was called to order at 7:00 p.m.  The following were present:

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.

 

GENERAL BUSINESS:

 

                Dedication:  Saturday, October 22, 2005 – Kuncanowet Land

 

1.        Charles (Chuck) Graybill reported that the dedication for the Kuncanowet land which was donated by the Browns,  Foggs, Greenhalges and John Gravas is scheduled for Saturday, October 22 at 1l:00 am.  Family members of the above will be there for the dedication.   The plaque is in place across from Vera Fogg’s residence.  The plaque consists of a granite stone with a bronze marker.  Someone will top all the trees around the old cellar hole.  Vera Fogg will be asking for someone to take the rest of the brush, etc. out. 

 

Recreation Commission Requesting Storage Space for Files

 

2.        Jeff Nelson, Recreation Commission, has requested storage space for a locked file cabinet in the upstairs Town Hall.

 

Selectmen approved the use of a portion of the second floor in the Town Hall Building for the Recreation Commission locked file. 

 

            Recreation Commission – Printing

 

3.        Jeff Nelson, Recreation Commission, has asked about the possibility of adding a line to the Recreation Budget for printing and then use the Town’s copier to do the printing, and supply the copier out of their printing budget line. 

 

Selectmen noted that they should know how much copying they are talking about before making a decision. 

               

                Dunbarton Library regarding Policy

 

4.        Library Trustees presented a list of maintenance items and responsibility to the Selectmen.  (attached) 

 

(a)              Charles (Chuck) Graybill noted that the major item he felt was the requirement that there be two egresses according to the Fire Code.  He stated the front entry has to be shoveled out.  The Town would be responsible for this.

 

The Selectmen noted that in the past Mike Underwood has been doing this with the Town’s snow blower.  The snow blower is presently stored at the Town Garage.  Mike Underwood recently asked Charles (Chuck) Graybill if the Selectmen wanted him to change the oil, i.e. service the snowblower for the winter.  Chuck indicated to him to go ahead.  Chuck also noted that the new principal of the school has “opened” up other areas of concern with regard to snow plowing, etc.  Possibly in front of the windows of the school.  Chuck noted that in the past, the cost has come out of the school budget.   Last year, Mike Underwood snow blowed the Police Station, Fire Department and the school. 

 

Charles (Chuck) Graybill stated the Selectmen should get clarification from Janice VandeBogart, Town Administrator, as to what exactly the school wants plowed.  Should get together with the School Principal. 

 

(b)              The other point of concern with the library list of responsibilities was door locks and keys.  This is the Library’s responsibility as long as the Town Office has a key to the Library.

 

Transfer Station Manager – Vacation Time

 

5.        Patrick (Woody) Bowne has requested 10/22/05 off as Vacation Time in replacement for Columbus Day which is a floating holiday.  In addition, he has requested annual leave for the period 10/25-29/05. 

 

The Selectmen agreed with the leave request for Patrick Bowne providing there is sufficient coverage for the Transfer Station during his leave time. 

 

The Selectmen noted there were no issues with the Transfer Station.  Everything seems to be working fine. 

 

It was noted that Hazardous Waste Day Collection will be held on Saturday, October 15, 2005 in Bow.

 

                Protocol for Helicopter Landing

 

6.        Les Hammond reported that he had spoken with Betty Ann Noyes, Dunbarton School Board, and she would like to see a protocol for the Helicopter Landing at the school.  It was noted there are two separate Boards dealing with this. 

 

Mert Mann noted the Selectmen had adopted what the Fire Chief had presented and was in place at the last Selectmen’s meeting.   In addition, the School Board had been written a letter informing them of the process, etc.    He noted the two Boards should take together. 

 

                Route 93 Expansion

 

7.        Les Hammond reported that Jeff Crosby and he had attended the informational meeting held in Pembroke on Tuesday, October 4, 2005 regarding Route 93 Expansion and possible available Grant monies.  He noted that Dunbarton will be on the “outskirts” of the widening of Route 93, but his concern was that all the other towns around Dunbarton would have growth ordinances and Dunbarton will not.  Dunbarton and Allenstown are the only Towns which do not have growth ordinances presently. 

 

He noted any Grant monies could only be used in connection with the widening of 93 such as Smart Growth Ordinances, or updating the Town’s Zoning Ordinance,  etc. 

 

Les Hammond stated there will be having a series of six dinner meetings which Jeff Crosby and he would be willing to be representatives for Dunbarton.

 

MOTION:

 

Charles Graybill made a motion that the Dunbarton Board of Selectmen nominate Les Hammond as representative and Jeff Crosby or his designee as Alternate to represent Dunbarton for the Informational Meetings for the Widening of Route 93.

 

Mert Mann seconded the motion.  The motion passed unanimously. 

 

                Town Road Agent

 

8.        It was noted for the record that Jeff Crosby, Road Agent, was doing a good job.

 

Selectmen asked about  yellow lines to be painted on Gorham Pond Road.  

 

Alison Vallieres stated that it looked like Devil Steps Road had been resurfaced recently. 

In addition, she asked if there was a possibility that the dead tree on Devil Steps Road within the Town right of way could be removed before it fell and caused damage. 

 

The Selectmen stated they would have the Road Agent take care of it.

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the meeting at 8:00 p.m.  Charles Graybill seconded the motion.  The motion passed unanimously.
