BOARD OF SELECTMEN MINUTES

THURSDAY, SEPTEMBER 30, 2004

TOWN OFFICES – 7:00 PM

Chuck Graybill noted the Selectmen’s Meeting was opened at 7:01 p.m.

 

Welfare Issues:

 

The Board of Selectmen discussed Welfare issues with the Welfare Director, Margaret Venator. 

 

Other Business:

 

J. R. Swindlehurst read a letter of resignation from Barbara McCann, Secretary for the Building Department.

 

MOTION:

 

J. R. Swindlehurst made a motion to accept the resignation of Barbara McCann, Secretary, Building Department, with regret effective October 15, 2004.   Chuck Graybill seconded the motion.  The motion passed unanimously.

 

Discussion:

 

The Board discussed the filling of the position.  Janice VandeBogart stated that Barbara had worked 20 hours per week for the Police Department and 20 hours a week for the Building Department, thereby making it a fulltime position. 

 

She stated the Police Chief has indicated he would be hiring a part-time person to take over Barbara’s duties, and he would be taking care of the advertising and the interviewing for the position.

 

The Board of Selectmen and Kenneth Swayze discussed the filling of the position for Secretary, Building Department.

 

Janice VandeBogart was asked to  will start the process for the filling of the Building Department’s Secretary position.   Janice stated that Line Comeau, Secretary, has expressed interest in the position and would be willing to put in more hours.  J. R. quoted the personnel policy under 3.6 Promotions which states that vacant positions may be filed by promoting the best  qualified “in service” employee who meets the minimum requirements.  Ken Swayze requested the opportunity to interview Line Comeau on Friday.  The Board agreed.

 

 

New Tax Rate:

 

Janice VandeBogart stated that she had received the County portion of the taxes and it has increased $102,839 from last year. 

 

With regard to setting the new tax rate for Dunbarton, Janice VandeBogart indicated the Department of Revenue is limited as to travel to various towns for the setting of the Tax Rate.  The Selectmen were willing to travel to Concord for the setting of the Tax Rate.  Janice will call for an appointment in the AM of either Monday, Tuesday or Friday.  Will contact Selectmen to confirm date and time.

 

Gorham Pond Zoning Issues:

 

MOTION:

 

Chuck Graybill made a motion that the Dunbarton Board of Selectmen release the Confidential Agreement between Ransmeier and Spellman and the Town of Dunbarton regarding Gorham Pond convenants to the Lake Gorham Association in care of Lou Costa.  Mert Mann seconded the motion.  The motion passed unanimously.

 

Road Issues: 

 

1.        Janice VandeBogart, Town Administrator, stated that Mr. Kremidas has put up a fence in the location where the Town pushes the snow back to.  The Selectmen will write a letter stating the Town will not be responsible if the fence is damaged. 

 

2.        Janice VandeBogart, Town Administrator, stated that the Guard Rails would be arriving next week. 

They will be put up on Jacqueline Drive, Kimball Pond and Gorham Pond Road. 

 

3.        Monuments should be completed on Jacqueline Drive. 

 

Transfer Station:

 

1.        Woody has interviewed an applicant (Brenton Duchesneau) and would like to hire him. 

 

The Selectmen agreed to the hiring of Brenton Duchesneau with the condition that he be enrolled in a class to become certified.  certified before starting work. .  They noted that all Transfer Station employees should be certified prior to working at the Transfer Station.

 

 

In addition, Woody would like permission to hire a 17 year old that has applied who could be on call but he would need a written letter of authorization from his parents to work.

 

2.        Woody submitted a request for days off in the coming month.   

 

Other Business:

 

1.        Chuck Graybill stated that the Donna Dunn would be asking for $2,000 “seed money” at the 2005 Town Meeting for the restoration of the Dunbarton hearse. 

 

2.        Chuck Graybill also stated that they were considering storing the hearse at the former Gravas property on Gorham Pond Road. 

 

3.        Chuck Graybill asked what the status of the culverts was.  Janice VandeBogart stated they would have to ask the Road Agent.

 

C. Graybill made a motion to adjourn the meeting at 8:45 p.m.  The motion was seconded by Mert Mann.  The motion passed unanimously.
