BOARD OF SELECTMEN

MINUTES OF MEETING

June 23, 2004

Present:          J.R. Swindlehurst, III

                        Mert Mann      

                        Chuck Graybill (arrived at 7:35 p.m.)                           

                        Janice VandeBogart, Town Administrator

 

7:05 p.m.   J.R.  called the meeting to order.

 

7:10 p.m.  Margaret Venator, Martha Rae – re:  welfare issues

 

7:25 p.m.  Ken Swayze, Jacques Belanger, re:  Rocco DiPietro, subdivision road

A discussion of construction of the “at risk” subdivision road and road names took place. Also discussed were terms of the agreement and letter.  The Town will accept the road after the Town engineer confirms it has been built to plan.  The Board signed the agreement. 

 

Ken verified that he reviewed a Conservation Easement, re:  Judy and Richard Keefe, and he felt it was okay.

 

7:45 p.m.  Recreation Commission, Karen Lessard and Jean Leo, re:  final copy of the policy of the Commission

Karen and Jean were seeking the Board’s opinion. J.R. said he looked at the draft and felt it was fair and a good policy.  Mert indicated that they need to hold a public hearing.  Chuck said he thought it was well done. J.R. suggested changing the specific names of the newspapers to say “local papers” and the same will be done for schools.  Janice reviewed the requirements for providing public notice, which include posting in two public places, such as the country store, bulletin board, or school, the website and the newspaper.

 

7:55 p.m. Other Business

Mert complimented Janice on the job she has done as Town Administrator.  Janice noted that she is glad Mert was elected as Selectman.

 

8:00 p.m. Mike Poirier, re:  repairing damage done to Guinea Rd.

Janice mentioned that there has been extensive damage to Guinea Rd. and that Jan will be sending a letter to Mike.  Mike said he was not responsible for the damage.  Mike also mentioned that he has been accused of wetlands violations on Grapevine Rd.  J.R. recommended that he post a “No Trespassing” sign and suggested he file a written complaint, if he hasn’t already.

 

8:05 p.m.  Police Chief Jeff Nelson, Personnel Issue

Chuck motioned to go into nonpublic session, pursuant to RSA 91:A, to discuss a personnel issue.  J.R. seconded the motion.  All voted “Yea” and the motion carried.

 

8:35 p.m.  Chuck moved to end nonpublic session.  Mert seconded the motion.  All voted “Yea” and the motion carried.

 

8:35 p.m.  Other Business:

Janice discussed the workers at the Transfer Station and mentioned that the Keefe subdivision has been deeded to the Town.  Don Mayo will go out to inspect.  Janice asked if they were still paying U.S. Cellular attorneys bills.  J.R. said to ask Ken.  The Town’s new history books are coming in shortly and there will be a book signing on 7/11.  Chuck mentioned that Jeff Nelson reported that they have been awarded the grant from the state for the center construction.

 

Janice filled in the Board on the situation regarding the damage to Guinea Rd.  She indicated that Mike Poirier hired loggers to clean the land.  The roads were posted that there was still frost  She also mentioned that Mike filled in a culvert near his Gorham Pond Rd.  J.R. said to tell Mike to buy a new stretch of culverts.  Chuck said Mike is responsible for the culvert installation and it needs to be done prior to paving the road. 

 

A thank you card was received from Compton French for the clock he received.

 

8:50 p.m.  J.R. asked for public comment.  There was none.

 

8:50 p.m. Mert moved to adjourn.  J.R. seconded the motion.  The motion carried.
