MINUTES OF MEETING
May 20, 2004

7:00 p.m. J.R. called the meeting to order. Ken Swayze, re: various building inspection items.
Ken came in to discuss building enforcement and compliance issues. He was specifically
seeking advice on temporary car shelters and agricultural use permits. He indicated
that not everyone is seeking permits, including for greenhouses, and wants to
know who assesses and how. J.R. asked if the new code shed any light on these
questions. Ken responded that it did not; it is up to the Town. He wants to
be sure that he is treating everyone equally. A discussion concerning what constitutes
a permanent versus a temporary structure took place. Chuck and Mert notified
Ken that the following make it a permanent structure:
• Having electricity
• Having permanent heating
• If it is up through the winter
• Metal buildings over 100 square feet
J.R. asked Ken to call area Towns and see what they do and if we need an administrative rule, then we will create one. He also noted that they may need to propose a change to the zoning ordinance at Town Meeting to cover car shelters.
J.R. asked Ken if he has been to the gravel pit on Ray Rd. Ken replied that he has not, since he is waiting for Officer Connelly. J.R. mentioned that he has seen full trucks coming in and out of there.
Ken mentioned that Jacques Belanger has done a good job with compliance, but that the final inspection has not been done yet.
7:30 p.m. Other Business:
Chuck mentioned that the final meeting of the Facilities Committee will be on
June 5th at 7 p.m. at the School.
Janice mentioned that she received Geoff Johnson’s working certificate and he needs to complete a W-4 form. She will check with Woody to see when he needs him to work at the Transfer Station, most likely on Sat.’s until school gets out, but with the possibility of working on Wed.’s also. He will be able to paint the cemetery fences, work in the recycling center and perhaps do some office work such as filing, etc.
Janice mentioned that Don Mayo has recommended that the $9,000 bond on Jay Dr. be kept until the work is complete, and the conditions in his letter are completed to the engineer’s satisfaction (see attached).
7:35 p.m. Jan Van deBogart, Road Agent, re: to open bids on paving, striping and gravel crushing
J.R. opened the following bids:
Gravel crushing:
• N. East Earth Mechanics $3.89/cubic yard
• F.L. Merrill Construction 2.90/ton
• C.J. Bolton, Inc. 3.25/ton
• Ira Martin 5.00/yard
Paving:
• Continental Paving $70-38/ton – asphalt
• Pike Industries 35.50/ton – base and overlay
42.50/ton – parking areas
75/ton - handwork
• Brox Industries 34.12/ton – base and overlay
Striping:
The only bid received for double solid yellow line striping was from L &
D Safety Marking at a bid of $.0430/linear foot.
Chuck made a motion to accept, per Jan Van deBogart’s recommendation, the bid of L & D Safety Marking at $.0430/linear foot. Mert seconded the motion. The motion carried.
Jan will review and make recommendations for gravel crushing and paving.
8:10 p.m. Other Business:
Janice updated the Board on the status of GASB #34. The program is working well.
Janet and Line have done a great deal of work towards completion of this project
and the department reports are coming in.
8:15 p.m. Public Comment:
Allison Vallieres mentioned that not all committee meetings of the Master Plan
are posted on the website. Ron Slocum will follow up on this.
8:20 p.m. Mert motioned to adjourn the meeting. Chuck seconded the motion. The motion carried.
