BOARD OF SELECTMEN

MINUTES OF MEETING

May 13, 2004

7:00 p.m.  Other Business:

Janice gave the Board members copies of the draft for the GASB valuation.  Mert suggested that the minimum value be set at $5,000, to coincide with the amount the School is using.

 

Janice mentioned that Gary Chicoine called, as a reminder, that the planned review date of 5/1 for phase 1 of Jay Dr. had passed. Don Mayo is reviewing.  The amount held for phase one was $9,000 and for phase two was $18,500.

 

Next, Janice discussed Jacqueline Dr.  Don Mayo has recommended that the Board call contractors to complete the paving, guardrails…  J.R. suggested calling Pike, and Chuck asked Janice to call Pike and get prices for everything except the guard rails. 

 

Janice mentioned that the Road Agent has decided to ask for a bond of $10,000 for the gravel removal on Old Hopkinton Road.  because there will be more than one company taking the gravel.  The Road Agent, Jan VandeBogart,  took pictures of the road to keep on file in order to show the condition at this time.   The Board agreed with Jan’s request to require a $10,000 bond.

 

Chuck motioned for the Town to accept the following ordinances:  Alarms, Parks, Recreation and Conservation Land and Noise Prevention.  A discussion took place with J.R. suggesting that Jeff Nelson didn’t take the public’s input into consideration (from the public hearing) with regard to the Noise Prevention Ordinance.  He doesn’t want to accept this ordinance, and, instead, would like to put it on the Town Warrant.  Chuck withdrew his motion. 

 

Mert motioned to accept the Parks, Recreation and Conservation Land and Alarms Ordinances.  J.R. seconded the motion.  Merton Mann: yes; J. R. Swindlehurst, yes; Chuck abstained.  The motion carried.  Mert would like Jeff Nelson to come in to discuss the Noise Ordinance.  J.R. indicated that they were supposed to get public comment after it was posted on the web site.

 

Mert asked Janice to inquire of the Dunbarton Center Building Committee whether they were planning on meeting anytime soon.

 

 

 

J.R. mentioned that he spoke with Vipken Whittier and she will take a look at the Town Hall sign.

 

Mert moved to accept the job descriptions of the Transfer Station Manager and Attendant/Operator as corrected, attached.  Chuck seconded the motion.  The motion carried.

 

J.R. wondered whether they could block Marcou’s road, possibly with some kind of stockade post.

 

Janice reviewed the procedure with the revaluation when someone is not home.  Cards will not be left on the door, which is an indication that no one is home.  Two attempts will be made, and then an outside appraisal would be done.

 

Janice mentioned that Terry Jelley would like to get the cemetery fences painted, and possibly hire a local teenager to do this. 

 

7:55 p.m.  J.R. asked if there was any public input

Lori Davis requested copies of the Transfer Station job descriptions.  She also asked if the lilac bushes could be trimmed (a Town employee will do this) and noted that the library railing has been taken care of by the Lions Club.

 

7:58 p.m.  Mert motioned to adjourn the meeting.  Chuck seconded the motion.  The motion carried.

TRANSFER STATION ATTENDANT/OPERATOR

 

 

JOB DESCRIPTION:   Performs various duties in the operation of the Transfer Station.

 

ACCOUNTABILITY:   Reports to Transfer Station Manager and/or Assistant Manager.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

 

  1. Attends to collection, separation and storage of municipal solid waste.

 

  1. Provides assistance to public in proper separation and placement of waste, recyclables and construction debris.

 

  1. Operates equipment to process recyclables and municipal solid waste.

 

  1. Assures quality of materials processed at Transfer Station prior to marketing these materials.

 

  1. Collects and records user fees for tires, refrigerator/freezers, construction debris and electronics.

 

  1. Attends workshops/seminars provided by the Town, State or others.

 

  1. General maintenance of equipment.

 

  1. General upkeep of grounds

 

  1. Maintain effective working relationships with fellow employees and general public.

 

  1. Attend to many items simultaneously and/or in sequence.

 

  1. Perform other duties as assigned.

 

  1. Perform snow removal tasks during winter.

 

EQUIPMENT USED:  Fork lifts, pick up truck5/17/2004, vertical balers, compactor, computer, telephone, snowblower.

 

ENVIRONMENT:   20% Inside  -  80% Outside (or in minimally heated building)

 

EDUCATION AND TRAINING:   H.S. Diploma or GED; or equivalent life experiences.

 

LICENSURE/CERTIFICATION REQUIREMENTS:   Level II and III Solid Waste Facility Operator Certification with the NH Department of Environmental Services may be required; Valid NH Drivers’ License.

OCCUPATIONAL EXPOSURES:   Exposed to municipal solid waste, containers which contained food, cleaners, etc.  Exposure to dust and diesel fumes.  Minimal potential of being exposed to medical waste.

 

OTHER CONSIDERATIONS & REQUIREMENTS:   Safety precautions and proper lifting techniques to be used at all times.  Gloves, eye and ear protection and proper clothing and footwear must be used as circumstances require.

 

 

 

 

TRANSFER STATION MANAGER

 

 

JOB DESCRIPTION:  Responsible for all administrative functions associated with the Transfer Station as well as the supervision and operation of the facility.

 

ACCOUNTABILITY:  Reports to Board of Selectmen and Town Administrator.

 

 

SPECIFIC DUTIES AND RESPONSIBILITIES: 

 

  1. Supervise all operations and maintenance of Transfer Station/Recycling Center, including personnel.

 

  1. Supervise collection, processing and shipping of municipal solid waste, recyclables and construction debris.

 

  1. Prepare operating budget; maintain records for budgetary purposes.

 

  1. Collect and record revenues from the sale of recyclables.

 

  1. Collect and record user fees.

 

  1. Meet regularly with Board of Selectmen to keep them apprised of Transfer Station issues.

 

  1. Attend monthly meeting with Board of Selectmen and Town Administrator to discuss issues involving operations, budget and personnel.

 

  1. Prepare and plan for capital improvement projects and supervise completion of these projects.  Attend C.I.P. meetings as required.

 

  1. Prepare informational updates for local newspaper.

 

  1. Research markets for recyclables and reusable materials.

 

  1. Provide educational tours to local school, scout troops, other towns and environmental groups.

 

  1. Attend monthly Department Head meetings.

 

  1. Prepare annual report on Transfer Station activities for Town Report.

 

  1. Supervise the education of both the public and businesses on proper recycling and solid waste disposal.

 

  1. Provide annual recycling/solid waster data to the Board of Selectmen, Department of Environmental Resources (D.E.S.) and the Office of State Planning (O.S.P.) and various recycling groups.

 

  1. Apply for grants when available for equipment, buildings and program improvement.

 

  1. Work with the Northeast Resource Recovery Association (N.R.R.A.), Dunbarton’s cooperative marketing program for recyclables.

 

  1. Maintains a Level III Solid Waste Facility Advanced Operator Certification through the New Hampshire Department of Environmental Services (D.E.S.) – attend annual workshops and conferences on related solid waste and recycling topics.

 

  1. Plan and supervise new programs to better serve the townspeople in solid waste management and recycling endeavors.

LICENSURE/CERTIICATION REQUIREMENTS:  Level III Solid Waste Facility Advanced Operator Certification with the NH Department of Environmental Services required.  Valid NH Drivers’ License.  CDL-B Air Brakes.
