BOARD OF SELECTMEN

MINUTES OF MEETING

April 22, 2004

7:00 p.m.  J.R. called the meeting to order.  Other Business:

Janice discussed a payment received on a property which had been deeded to the Town and a discussion of the proper procedure to account for the payment took place.  Chuck advised that all the relevant costs be included and required for payment in full. Then the property can be deeded back to the owner.

 

Janice mentioned that Steve Kennedy called and asked for $380 to purchase 225 flags for the cemeteries. The Board okayed this.

 

7:25 p.m.  Carl Metzger, re:  fire pond overflowing

Carl came in to inform the Board that the fire pond at Flintlock Farms is overflowing and in need of being cleaned out.  Janice indicated that they had to wait for the beavers to be trapped and now Alan is due to take care of the problem.  She will give him a call.

 

7:27 p.m.  Other Business

Janice noted that she has posted two openings for two Transfer Station attendants in the newspaper.

 

Mert asked about restoring the sign for the Town Hall.  J.R. will talk to Vipken Whittier about repainting the sign. 

 

J.R. mentioned that Steve Duggan has talked to Charlie Bauer and Steve would like to have a meeting with the Board to get back on track.

 

Janice mentioned that she attended a Board of Assessors meeting and there will be a public hearing to inform residents about the revaluation.  The reval is scheduled to be completed in 8/05. 

 

7:50 p.m.  Roger Nault, re:  Katherine Beliveau’s mortgage

Roger is Katherine’s nephew. He gave the history on his aunt’s property.  The Town took the property in 1994, for nonpayment of property taxes.  In 1996 the Town deeded the property back to Katherine and took a mortgage.  The mortgage stipulates an interest rate of 18% is due.  Apparently, liens prior to 1996 were not discharged at that time.  Roger came in to request that the liens to discharged and he is seeking a reduction in the approximately $6,000 in interest, taxes and legal fees  due.  He said he spoke with Charlie Bauer, who confirmed with him that either the mortgage or the liens should be discharged.  He is obtaining a second mortgage of $8,000 to repair the roof and replace the furnace on Katherine’s mobile home.  Chuck said that they need to contact Charlie Bauer to confirm the amount of interest due and ask about the interest reduction.   J.R. feels that 18% is state law and if we do accept less than the amount due. There is a discrepancy in how the interest is calculated, either monthly or annually, and Mert feels the only flexibility is in the interest calculation.   Roger is seeking a reduction of 50% of the total amount due.  Chuck feels that they could have an answer for him by the middle of the week.  Roger clarified that he is seeking a discharge of the tax liens prior to 1996.  Janice will call Roger when she has an answer.

 

8:15 p.m.  Public Comment/Questions:

Ron Slocum asked who the sponsor was for Asplundt.  PSNH is the sponsor.

 

8:15 p.m. Mert  motioned to adjourn the meeting.  Chuck seconded the motion.  The motion carried.
