BOARD OF SELECTMEN

MINUTES OF MEETING

April 1, 2004

7:00 p.m.  J.R. called the meeting to order.  Chuck mentioned that Brett St. Clair had left him a phone message indicating that the State Dept. of Taxation has approved the methodology of how taxes are assessed on the Narsiccus property.  The next step is to dissolve the corporation.

 

7: 12 p.m. Donna Dunn, re:  Hadley Tucker Fund

Donna came in to update the Board and seek permission to move forward with the preservation of the collection.  Donna indicated that there is $1,500-$1,600 left in the fund.  She feels that the first priority should be to take care of the photos and noted that there is a family Bible.  Mike Malloy suggested that they apply for a grant from the moose license plate program.  Janice reviewed the procedure the Town has followed to preserve books.  Chuck advised Donna that she has authority to make decisions regarding the collection, until she runs out of funds.  She asked for and received permission to make reprints of photos and Janice advised her to keep records.  Donna will ask the Library Trustees about their input on keeping the collection at the library.

 

7:25 p.m.  Jacques Belanger, re:  Recreation Commission (Rec. Comm.)

J.R. was asked about reappointments and conflicts between the Rec. Comm. and the group of concerned parents who attended last week’s Board meeting.  Jacques feels that the parents who weren’t chosen as coaches have complained about the current coaches.  He indicated that 4-5 Rec. Comm. members pick the coaches.

 

Jacques is recommending reappointing Jean Leo and Karen Lessard.  Mert noted that appointed members are subject to un-appointment.  Mert asked what should be done about the parents who are dissatisfied.  Jacques replied that some of the accusations last fall were less than accurate.    J.R. feels that the complaints go back quite a ways.  Mert asked Jacques to get together with the Rec. Comm. members and make it clear that they are there for the kids and the Town.  Chuck told Jacques that the concerns need to be addressed, from the Town’s point of view, in a public forum.  Jacques mentioned that Sue Nichols has resigned and that Police Chief Jeff Nelson has expressed an interest.  Jacques will check on the Chief’s interest and, as a backup, speak with another interested resident, Dean Jore. 

 

Jacques asked the Board about their ideas for Old Home Day.  J.R. and Chuck suggested that it be decreased to bi-annual celebrations. 

 

7:55 p.m.  Other Business

Janice mentioned that no resident has applied for the Deputy Tax Collector position, but that Line Comeau (a non-resident) has expressed an interest.  Janice checked and learned that the Deputy Tax Collector does not have to be a resident and she is seeking approval for Line to fill this position. 

 

Chuck motioned, which was seconded by Mert, to nominate Line Comeau as the Deputy Tax Collector, for a term of one year.  The motion carried. 

 

Janice brought to the Board’s attention that vents are falling out of the library building.  Chuck suggested asking Mike Poirier to repair them.

 

Chuck made a motion, which was seconded by Mert, to reappoint Jean Leo and Karen Lessard to three year terms as Recreation Commission members, and that Jacques Belanger will conduct a public hearing to bring up the issues of respect and fair treatment for all townspeople and that the Town will be represented in an orderly fashion.  The motion carried.

 

8:00 p.m.  Woody Bowne, re:  Ron Boynton’s request for alternate dumping hours

Woody indicated that Ron wishes to dump on Friday, but that this would mean that Woody will exceed his 40 hour workweek.  Ron offered to pay Woody himself.  The Board said no, as it didn’t want to set a precedent.

 

8:05 p.m.  Chuck motioned, which was seconded by Mert, to go into nonpublic session, pursuant to RSA 91:A, to discuss a personnel matter. Everyone voted “aye”.   The motion carried.

 

8:35 p.m.  Chuck motioned to end nonpublic session.  Mert seconded the motion.  The motion carried.  Everyone voted “yes”. 

 

8:36 p.m.  J.R. moved to change Woody Bowne’s pay from hourly to salaried.  Woody will receive a comp. day for any Monday holiday.  Mert seconded the motion.  The motion carried.

 

8:37 p.m.  Other Business

Janice mentioned that Fred Wesson agreed to plant trees on Tucker Hill Rd., by the Town Garage, on the town side of the stone wall, within 30-60 days.  Fred will mark where he plans on planting the trees. The road agent has no problem with this.  J.R. recommended that Jan work on the placement of the trees with Fred.

 

Chuck mentioned that the Board will go into summer schedule this summer.  For the months of July and August, the Board will meet bi-weekly. 

 

Janice mentioned that they have a draft of a GASB policy, which Janet will type up.

 

8:50 p.m.  Mert moved to adjourn the meeting.  Chuck seconded the motion.  The motion carried.
