DUNBARTON BOARD OF SELECTMEN
MINUTES OF MEETING
THURSDAY, DECEMBER 23, 2004
TOWN OFFICES – 7:00 P.M.
The regular scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding. It was noted that the meeting was called to order at 7:04 p.m. The following were present:

The
Selectmen signed checks.
GENERAL
BUSINESS:
Janice
VandeBogart, Town Administrator, advised the Selectmen of the following:
1.
Primex,
Insurance Carrier for the Town’s Workmen’s Compensation Insurance premium will
stay at the same rate as this year. The
Town will save money by staying with Primex @ $7,479/year versus $8,000 for the
other company.
Selectmen reached a consensus that the Town of Dunbarton continue the Workmen’s Compensation Insurance with the same company as this year, Primex at a cost of $7,479/year.
2.
Selectmen
reviewed several letters from Town Counsel.
3.
Property
Liability Insurance - The Town of
Dunbarton will continue with the same carrier for Property Liability Insurance
at a cost of 2% increase for 2005, 0% increase for 2006 and 0% increase for
2007. Premium is presently
$21,000.
4.
Mission
Statement received from Donna Dunn for the Hearse Restoration Committee.
5.
Diesel
Fuel at the Town Garage was depleted during the last snowstorm. Road Agent wondered if the Selectmen would
consider giving the Road Agent an emergency key from Dunbarton Fuel Company so
can get emergency fuel.
Chuck Graybill stated he would rather not have an
extra key to the supply.
J. R. Swindlehurst had no comment.
PUBLIC
COMMENT:
1.
Lori
Davis stated that with regard to the Ethics Committee’s comments concerning an
employee of the Transfer Station and a possible conflict of interest, how does
this differ from people on other Boards that contract doing business for the
Town. J. R. Swindlehurst is employed by
the Town of Dunbarton, etc. and does
business with the Town. Jan
VandeBogart is Road Agent. The Town
contracts equipment from him. He and
Janice VandeBogart are married. Janice
oversees everything coming in the office.
If they are saying there would be a problem with the Transfer Station
Employee, what is the difference?
Mert Mann stated that Dunbarton Fuel is contracted with the Town on a bid/contract basis. Jan VandeBogart is an elected official and not an employee of the Town of Dunbarton.
The Selectmen stated that with regard to the Transfer Station Town Employee, this is a private thing that he wants to do. This is why we asked the Ethics Committee for an opinion.
Chuck Graybill stated that when the Town instituted the Ethics Code, we have become more proactive towards ethical issues.
There was no other public comment.
MOTION:
Mert Mann made a motion that the Dunbarton Board of
Selectmen go into non-public session in accordance with RSA 91-A:3 at 7:34 p.m.
to discuss welfare issues. The motion
was seconded by Charles Graybill. The
motion passed with a roll call vote as follows:

NO DECISIONS OR MOTIONS WERE MADE DURING THE
NON-PUBLIC SESSION.
MOTION:
Mert Mann made a motion that the Dunbarton Board of
Selectmen adjourn the non-public session at 7:45 p.m. in accordance with RSA 91-A:3.
The motion was seconded by Charles Graybill. The motion passed unanimously with the following vote:

motion was made to adjourn the meeting at 7:50 p.m. The motion was seconded and passed unanimously.
