DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY,  DECEMBER 2, 2004

TOWN OFFICES – 7:00 P.M.

 

The regular scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding.  It was noted that the meeting was called to order at 7:03 p.m.  The following were present:

The Selectmen signed checks.

 

Mert Mann announced there would be a Site Walk of the GPS Proposed Subdivision on Olde Mill Brook Road and off Black Brook Road, Powell Lane and Route 13 on Saturday, December 4 at 9:00 a.m. 

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen go into non-public session in accordance with RSA 91:A:3 to discuss welfare issues with the Welfare Director Margaret Venator.

The motion was seconded by J. R. Swindlehurst.  The motion passed unanimously with the following roll call vote:

 

                Yes – Mann

                Yes – Swindlehurst

                Yes – Graybill

 

There were no decisions or motions made at the non-public session.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the non-public session at 7:42 p.m. in accordance with RSA 91:A:3 to discuss welfare issues with the Welfare Director Margaret Venator.  The motion was seconded by Charles Graybill.  The motion passed unanimously with the following roll call vote:

                Yes – Graybill

 

7:45 p.m. – Robert McHenry, Computer Technician, to discuss a new computerized phone system for the Office

 

Robert McHenry appeared before the Board of Selectmen to explain the computerized telephone system and to give estimates of cost. 

 

Janice VandeBogart, Town Administrator, stated the present system needs to be upgraded in order to provide adequate phones for the Building Department.  The existing phones cannot be added to and in addition, cannot add voice mail. 

 

R. McHenry stated that the proposed new system would be a True Data Televantage system which would have caller ID lines, unlimited voice mail and calls could be forwarded to another number if necessary.  The system can grow with the times.  Can put in extensions at other locations. 

 

Would recommend continuing the three incoming lines to the Town Offices.

Selectmen asked Janice VandeBogart to work with R. McHenry to write up specifications and put $5,000 into the 2005 budget for upgrading the present phone system. 

 

Wayne Bracy – Information for upcoming subdivision off Olde Mill Brook Road/Powell Lane:

 

Submitted information on road status.  Informal request that Selectmen attend the Site Walk on Saturday.  Mert Mann is on the Planning Board and will attend. 

 

Mr. Bracy stated he has lived on this road for a number of years and don’t believe two cars could meet and pass on this road.  It is 30 feet from the stone wall to the telephone pole. 

 

Dumping on Kimball Pond Road

 

Janice VandeBogart, Town Administrator, reported that the Police went to Kimball Pond Road and a large amount of rubbish has been dumped on Town Forest lane.  This is a consistent problem which is getting worse and worse.  Submitted pictures for the record.  Town Employee has taken two or three loads of dump to the Transfer Station.

 

Printing Bid – Town Reports:

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen accept the bid from Sir Speedy of Bedford for the printing of 450 copies of the Town Reports @ $1,950 and $200 to print 2150 ballots.  J. R. Swindlehurst seconded the motion.  The motion passed unanimously.

 

It was noted that the Town Report will also be available on the Dunbarton Web Page. 

 

Hazard Mitigation Committee Meeting 

 

Janice VandeBogart, Town Administrator, reported there will be a Hazard Mitigation Committee Meeting on Friday, December 3, 2004 at 9:00 a.m.

 

Brad Ashbury and Tony Pelletier of Jacqueline Drive

 

Brad Ashbury and Tony Pelletier of Jacqueline Drive appeared before the Dunbarton Board of Selectmen asking if anything was going to happen with the trucking company which is operating on Jacqueline Drive.  Stated it is worse than it ever was.  There were ten different trucks and flatbed trailers going up and down Jacqueline Drive all day. 

 

Chuck Graybill stated he has discussed this with the Building Inspector asking him to request the violators apply for a Special Exception and if it fails, will follow it with a cease and desist.  There will be a Public Hearing on the acceptance of Jacqueline Drive on Thursday, December 9, 2004 at 7:00 p.m. . 

 

Patrick (Woody) Bowne, Transfer Station Supervisor, to discuss various items: 

 

1.        Incinerator charges going to increase from $37.15 to $38.65.  This was discussed at the Cooperative Meeting. 

 

2.        Will be getting a refund from materials we did not ship.  Expect a $1,900 refund.

 

3.        Roll off Truck with a cover system.  Have been trying to sell the old system with no luck.  Have to have a particular setup to use it.  Have someone who just bought a hookup truck which it will fit.  It is worth about $2,000.  Requesting the Selectmen’s go-ahead to sell it. 

 

Selectmen agreed it would be a good idea to sell the cover system for $2,000.  Woody will proceed with the request and get specific information and request in writing regarding the purchase. 

 

4.        Transfer Station is down one fork lift.  Put in budget for another used fork lift for $6,000.  NRA has one available.  Request permission to look at it.  They are replacing it because they have a five year replacement plan.  It is a group of four towns.  The existing one we have needs more brake repairs.  In addition, there are problems with the electrical system. 

 

5.       General concern with children at the Transfer Station.  Don’t know what we can do about having children wandering around the facility.  Don’t want to upset other people.  Don’t want to see anyone get hurt.  Selectmen will address this problem at a later time. 

 

6.        Regarding the power outage, the power came back on at 7:00 p.m..  Went out at 3:30 p.m.  The policy is if power goes out, wait a period of time, then close the Transfer Station.  The Transfer Station will be open the next day. 

 

7.        Recycling Committee – There is one member who now lives out of town.  Committee will be phased out the first of the year. 

 

       Lori Davis stated that the Transfer Station should be left open the next evening if it closes

       because of lack of electricity.  Getting a lot more people who are working out of Town.  I

       would suggest thinking about this. 

 

8.        Woody stated they were trying to get a second night during the week to open the Transfer Station.  This would take some of the stress off Saturdays. 

 

There being no further business, the meeting adjourned at 8:35 p.m.
