DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, OCTOBER 21, 2004

TOWN OFFICES – 7:00 P.M.

 

The regular scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding.  It was noted that the meeting was called to order at 7:01 p.m.  The following were present:

Gorham Pond Zoning:

 

Kenneth Swayze reported on the preliminary meeting for the Gorham Pond Zoning proposed changes for the upcoming Town Meeting.  He stated that Kerri Derrs, Executive Director, Central New Hampshire Regional Planning Commission, met with members of the Gorham Pond community along with Alison Vallieres and he on Thursday afternoon, October 21, 2004 for a brief discussion of concerns. 

 

Kerri Derrs stated that the cost to the Town of Dunbarton would not exceed $2,000.  She suggested the sub-committee be consisted of two residents from Gorham Pond, Kenneth Swayze, Building Department, and Alison Vallieres, Zoning and Planning Board along with the possibility of a member at large.  Should be no more than five or six people in all.

 

Anna Chan Proposed Subdivision:

 

Mert Mann stated that he had researched the Selectmen’s records regarding the discussion with Jacques Belanger, Surveyor, representing the Chan’s on their proposed subdivision off Gile Hill Road.  The subject was discussed at an August meeting and the Selectmen made no final commitment as to what improvements should be done on Gile Hill Road.  JR Swindlehurst stated he remembered reading the Class VI Road Policy and noting that should be adhered to. 

 

The Selectmen agreed that it was up to the applicant and Jacques Belanger, Surveyor, to obtain the correct information from the Selectmen as to what the requirements would be for Gile Hill Road for the subdivision.  The Selectmen noted that the Conservation Commission had indicated at the last Site Walk that they wanted only a 14’ – 16’ foot wide road because it was a Scenic Road. 

 

In addition, because it is a Scenic Road, the Conservation Commission will be responsible for holding a Public Hearing on proposed road improvements to Gile Hill Road. 

 

There will be another Site Walk scheduled with the Selectmen, Conservation Commission and members of the Planning Board to determine what road improvements should be proposed. 

 

There was discussion regarding the Class VI Road Policy and the Class V Road Policy in regard to proposed subdivisions and what the requirements are. 

 

It was noted that James Marcou, Chairman, Planning Board, had indicated they were looking for something in writing from the Board of Selectmen as to what road improvements would be necessary. 

 

OTHER BUSINESS:

 

Chuck Graybill requested that the minutes of this Selectmen’s meeting note the fact that the Selectmen would request that the Conservation Commission submit minutes in writing to the Selectmen’s Office and would like to see meetings posted on the Dunbarton Web Site. 

 

7:30 p.m. – Police Chief:  Jeff Nelson, closed session for personnel discussion pursuant to RSA:91-A.

 

                MOTION:

 

Chuck Graybill made a motion that the Dunbarton Board of Selectmen to into a non-public session to discuss personnel issues with the Police Chief at 7:26 pm.  The motion was seconded by Mert Mann.  The motion passed by a roll call vote as follows:

 

                Mann – Yes

                Graybill – Yes

                JR Swindlehurst – Yes

 

                The following motion and decision was made during the non-public session:

 

                MOTION:

 

Chuck Graybill made a motion that the Dunbarton Board of Selectmen accept the Employment Agreement between the Town of Dunbarton and Jeff S. Nelson, current Police Chief of Dunbarton, effective March 1, 2006 for a three (3) year extension as proposed in the agreement.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

MOTION: 

 

Chuck Graybill made a motion that the Dunbarton Board of Selectmen adjourn the non-public session to discuss personnel issues with the Police Chief.  The motion was seconded by Mert Mann.  The motion passed by a roll call vote as follows:

 

Mann – Yes

Graybill – Yes

JR Swindlehurst – Yes

 

Items for Selectmen’s Attention:

 

Sign on Montalona Road near Gerdas Property – Police Chief Nelson

 

                Mr. Gerdas has requested the Town put a sign on the road near his house stating “Blind Driveway”.

 

Jeff Nelson, Police Chief, stated he did not feel a sign at this location would resolve the problem.

 

The Selectmen agreed that possibly cutting the brush at the corner would make for better sight distance. 

 

Town Office Bathroom Floor – Harvey Provencher

 

H. Provencher, Assistant Building Inspector, reported that the bathroom floor in the Town Office can be repaired.  The Selectmen should consider the possibility of taking down the wall between the bathrooms and making one bathroom which would be handicapped access. 

 

Selectmen noted they need to determine if the wall between the bathrooms is a supporting wall for the building before taking it down. 

 

Cub Scouts:  Kelley Bates, Halloween Night, Town Common

 

Janice VandeBogart reported that the Cub  Scouts (Kelley Bates) would like to have a bonfire in the Town Common on Halloween night like last year but would like to have the fire more contained.  Were seeking permission to have it on the Town Common. 

 

JR Swindlehurst noted they should obtain a Fire Permit from the Fire Chief prior to Halloween Night in order to do this. 

 

Collection of Eye Glasses at the Town Offices:

 

                Cub Scout would like to leave a container at the Town Offices for the collection of eye glasses. 

 

The Selectmen agreed to give them permission to set up a container at the Town Office for eye glass collection. 

 

Request from the Planning Board for a 90 day Extension for Anna Chan Proposed Subdivision

 

                MOTION: 

 

J. R. Swindlehurst made a motion that the Dunbarton Board of Selectmen grant a 90 day extension to the Planning Board for the Anna Chan Proposed Subdivison located off Gile Hill Road.  Mert Mann seconded the motion.  The motion passed unanimously. 

 

There being no further business, the meeting adjourned at 9:00 p.m.
