MINUTES OF MEETING

Sept. 25, 2003

7:10 p.m._Ken Swayze, re:  Meehan's Certificate of Occupancy/Attorney's Recommendation

Ken indicated that Steve Duggan recommended referring this matter to the Town's attorney:  Ransmeirt and Spellman.  Ken asked Karen Meehan what the status was of the old trailer.  Karen replied that everything is gone, except for three piles of usable lumber and aluminum.  Ken indicated that she is allowed to replace the trailer in kind as long as the old one is removed.  Then the regular procedure would be followed to obtain a traditional c.o. 

 

Chuck mentioned that he had gone on a sitewalk with Steve and that Steve felt that there is still material left.  A debate about what constitutes recyclable material versus remnants of the trailer took place.  Ken and Harvey will inspect next Monday or Tuesday and take photos.  Chuck strongly suggests a written report be completed and pictures taken.  Ken agreed to call Karen on Monday and set up a time for inspection after noon.

 

Karen asked if she can be involved in the discussion.  Chuck indicated that they cannot provide paperwork.  In response to Karen's question regarding whether the Board will let her know when they have reviewed the paperwork, Chuck invited her to come back to next Thursday's meeting. 

 

7:25 p.m.  Police Chief Jeff Nelson, re:  Commendations

Chief Nelson awarded commendations to Joe Milioto and Renee Forcier for their handling, in a timely manner, an armed assault on 7/4, involving two victims.  They tied information directly to the crime scene.  Renee took time off during work.

 

Traffic Survey on Gorham Pond (see attached)

Chief Nelson did not see a lot of speed, and noted the survey was done during the off season.  He didn't feel there were any issues now and will revisit in the summer.  He also mentioned that he will attend the Associations' meeting next May.  He said he is not opposed to speed bumps but will look into liability and will provide a memorandum of understanding between the Town and the Association, if it comes to that.  Chuck is concerned about setting a precedent and is not in favor of the whole program.  Ideas Jeff had were to make the corner perpendicular, adding a stop sign (at the Gorham Pond and Holiday Shore intersection) and properly posting the speed limit were discussed, but he doesn't feel there is a need for any action immediately.  J.R. indicated that making the corner perpendicular would be a nightmare for plowing.

 

Auxiliary Officers

Chief Nelson would like to add three additional auxiliary officers, all unpaid.  He mentioned that the Lemarcas and George Patterson have contributed significantly, at no cost.  He indicated that background checks have been performed on all three candidates.  He recommends the following:

1.  Reverend Cindy Bagley as Chaplain - to help with serious injury and death notices

2.  Shayne Durant - a friend of Chris Connolly's, who is interested in becoming a part time officer eventually

3.  Michael Gorman - a retired officer from the Goffstown Police Dept.

Jeff indicated that the only costs associated with adding the above individuals would be uniforms.  The cost would be approximately $150 for Cindy and $50 for the other two.  Chuck asked if the above auxiliary officers would be yearly appointments.  Jeff indicated that they would be permanent hires.  Chuck motioned to accept input from the Chief as to the three individuals, Cindy Bagley, Shayne Durant and Michael Gorham.  J.R. seconded the motion.  The motion carried.

 

Chris Connelly came in (7:45).  Jeff presented Chris with a commendation for his professionalism and  diligence in handling six criminal complaints, which resulted in a search and arrest warrant.  Jeff noted that there were firearms in the residence.

 

7:50 p.m.  Other Business:

Janice mentioned that Jan received an estimate for sand, which was less expensive than current sand.

 

J.R. motioned to rescind Judy Petersen's appointment to the Dunbarton Building Committee.  Chuck seconded the motion.  The motion carried.

 

Janice mentioned that a home schooling parent is looking to use a room at the Town offices for presentations, such as fairs.  The Board declined the request.  J.R. suggested that she rent the Community Center.

 

Janice mentioned that the 6th graders designed the cover of the 1992 Town Report and that the Cub and/or Boy Scouts would like to do this this year.  Chuck thinks it would be a good idea.

 

Janice said that John Lyfords is coming in next Wed. and that Norm Roberge is coming in too.

 

The Board and Janice reviewed and adjusted four items in the Revised Estimated Revenue report.  Chuck asked Janice to ask Linda Peters to estimate the motor vehicle permits.

 

8:05 p.m.  Larry Cook and Brett St. Clair, re: milfoil problem at Gorham Pond

Chuck thanked the Conservation Commission for their efforts at looking into all ponds and indicated that he is looking for a recommendation and cost estimate.   He said he was relucatant to get involved in a program since, once started, it will be continuous. A review of last week's meeting as it relates to the milfoil problem took place.  Chuck wants to come up with a Town-wide policy.  A discussion of how milfoil is spread took place. 

 

Brett mentioned the alternative parking spot for hunters idea at Kimball Pond.  He indicated that he checked with Jan vandeBogart and came up with a 3-4 car parking area with a turnaround.  They are looking at the south side of the road, east of the field.  It would require taking out five trees.  Brett asked about the procedure to get this done.  Chuck asked if it would need to be plowed, to which Brett replied that it would not.  Chuck doesn't want it designated specifically for hunters, but rather part of the long range plan.

 

Brett asked about discontinuing Old Whipple Rd. and suggested keeping it as is.   He also asked about the status of Old County Rd.  He thinks it is a nice street.  Janice thinks it is the old Montalona Rd.

 

Brett discussed the dam at Kimball Pond.  He is concerned about operating it, since the plywood swelled up and the boards could not be removed.  George let it out a notch, which some people were unhappy about.  He is working to fix the problem.

 

8:35 p.m.  Ken Swayze, re:  Don Sage

Don Sage wants to store a mobile home outside for six months to renovate.  Chuck advised that he should go to the ZBA.

 

8:40 p.m.  Other Business

Janice updated the Board on the BSMI electronic payroll system, mentioning that there is a retirement glitch.

 

8:45 p.m. Lori Davis, re:  clothes at Transfer Station

Lori described the treatment she and Peggy Slocum received at the Transfer Station, and the contents of the bags filled with clothes.  Chuck indicated that he will get Woody's side of the story and the issue is one of courtesy.    J.R. said if Woody is ignoring Lori, it is because he told him to.

 

 

8:57 p.m., J.R.  motioned to adjourn the meeting.   Chuck seconded the motion to adjourn.  The motion carried.
