MINUTES OF MEETING

 

July 31, 2003

Present:          Chuck Graybill, Chairman

Master Plan Steering Committee:  Motion was made by Chuck Graybill to appoint the following to the Master Plan Steering Committee for a term ending March 2005:

Ron Slocum, Brian Nordle, Chuck Graybill, Margaret Watkins, John R. Swindlehurst, II, Don Prior, David Breault, Patricia Shearin, and Jeff Trexler.

Motion was seconded by Steve Kennedy, Motion carried.

 

Chuck informed the board that Donna Dunn has received all the funds necessary for the purchase of the Hadley collection, through donations.  The collection will consist of three orange crates and will be stored in  the town vault.  Some will be examining the documents to evaluate them in the near future. Chuck expressed the boards appreciation to  all those involved in this project, and to the companies, corporations, and individuals who contributed to this fund. .  Later on the items will be on  display to the public if possible. 

 

Nancy Lang had indicated to Chuck at another meeting that a group of individuals from the Gorham Pond Area will be bringing in a petition to the Selectmen to apply for  a 50/50 fund for the removal of milfoil from Gorham Pond.  State was there  once to treat Gorham Pond but this was not strong enough to have an effect but stronger treatment would have will kill fish and contaminated  drinking water.  They would like to have the Town match the state in funds to take care of it on an annual basis.    Chuck relayed this information to the board for future referance.

 

Chuck made the motion and it was seconded by J. R. Swindlehurst to enter into non-public session pursuant to RSA   91A at 7:31 pm.  The motion passed.

 

Motion to exit non-public session was made at 8:05PM by Chuck Graybill, seconded by Steven Kennedy, all were in favor.

 

Patrick (Woody) Bowne, Supervisor Transfer Station.:  Woody presented four names for the new recycling committee to the Selectmen.

 

Motion was made by Steve Kennedy to appoint the following people to the Recycling Committee for a term ending March 2004:  Todd Beall,  Robert Josephson, Tamara Luby and Jackie Belanger.  The motion was seconded by J. R. Swindlehurst and the vote was in the affirmative. 

 

Woody stated that they would be meeting the second Tuesday of the month if that was acceptable by the members, all meetings to be duly posted and he would be acting as chairman.  The purpose of the committee will mainly be to promote recycling and will not deal with any aspects of the Transfer Station Project..

 

Woody stated that he will be writing a letter to Atlantic Leasing regarding the problems with the Compactor and also will be contacting Pioneer regarding the  cover system on the truck via e- mail.  Will contact Hopkinton Dump to work on membership with the coop. 

 

Jon Wiggin, Fire Chief:  Asked the Selectmen to sign agreement with 911 to have state take care of 911 listing.  Verizon will no longer keep system records.

 

Jacques Belanger: Presented plan of land owned by Michel Belanger showing lots on Old Hopkinton Road.  In 1993,  did a subdivision creating a 42 acre lot  and a 22.8 acre lot, saying would not be buildable until further road work was done to New Road to create road frontage.  Now he would like to have that changed.  Two years ago came to the Planning Board  to make four lots out of one and at that time he talked with the BOS and they were willing at that time to support a variance for frontage if he was willing to commit to only two house lots.  It was never went any further at that time.  He would like to pursue it now and intends to only build on one of the lots.  Would like to use the entrance off of Old Hopkinton Road.  Jacques pointed out that there are lots of wetlands on each lot but buildable in some areas. 

 

Jacques said he has spoken to Ken Swayze and he stated that he would like to see it go through all the boards before a building permit is given.  Chuck would like to see it go through the Planning Board.  Wants to hear their opinions.  JR said he would like to see the problems with Mrs. Palys’ lot  resolved as far as access to her lot, a right of way given,  before anything is done.  Chuck agreed.

 

Jacques was asked to remind Michel has until September 1st to complete the work on Jacqueline Drive.

 

Jon Wiggin, Fire Chief:  The Board  of Selectmen spoke to him regarding fire safety in regard to the town office. He will come in on August 13th to talk with the girls in the office.

 

Jeff Trexler brought in a contract which was finalized with Dennis Mires in cooperation with the DCBC.    They would like to submit a copy to legal council.  It was agreed.

 

Ken Swayze:  Discussed various items in building department.  Discussed Store at Pages Corner.    Discussed lighting  which will go to the planning board and have a joint meeting with zoning board.

 

John Swindlehurst, Town Forest Committee:  Discussed legal matters with Selectmen. 

 

Motion to adjourn  at 9.07 pm was made by JR Swindlehurst and seconded by Steve, all in favor.
