BOARD OF SELECTMEN

MINUTES OF MEETING

MAY 8, 2003

 

Present:          Chuck Graybill, Chair

7:00 p.m.,  Dan Gobin from the DCBC:   Dan meet with the Selectmen on behalf of the Dunbarton Center Building Committee to present them with a copy of the request for proposal for Professional Design Services regarding the renovations of the Town Hall/Library.  Chuck Graybill made the motion to accept the proposal. The motion was seconded by J. R. Swindlehurst and all were in favor.  It was noted that the bids are due on May 23, 2003.

 

 

Jan VandeBogart, Road Agent:    Jan informed the selectmen that Steve and Dave Elliott requested permission to stock pile gravel (about 1000 yards) on the town garage property.  They agreed to clear trees from the area for the town.   Chuck indicated this is okay as long as the tree stumps are removed.  J.R. said to tell them not to start until 7:30 a.m.  Jan will send letters to the property owners near will the tree cutting will occur.  A discussion on where to dump the tree stumps took place, since the "stump dump" was sold.  Jan was asked to talk to the Town Forrest Committee first.

 

Jan discussed his plans to rip up the road by the school, cutting down the knoll, after school is out.  This is to provide better visibility at the school.

 

Jan also mentioned that the grater is apart, but that is can be fixed.

 

7:29 p.m.  Chuck motioned to go into non-public session to interview the candidates for the Building Inspector position, pursuant to RSA 91. J.R. seconded the motion.  The motion carried.

 

9:25 p.m.  Chuck motioned to end the non-public session.  J.R. seconded the motion.  The motion carried.

 

9:25 p.m.  John Turner, re:  Page's Corner development

John discussed Gary Chicoine's request for an extension, but that the things that the Building Dept. have requested have not been provided.   Steve said the request was "Going nowhere" until he gets the required items.

 

Steve gave the building code for modular homes to John.  John indicated that he was aware of this and would talk with Harvey about it.  Steve told John that if he could live with this code, to "go with it".

 

9:30 p.m.  Jacques Belanger, Stone Rd.

Jacques came in with the proposed owners to inquire what needs to be done to upgrade Stone Rd. to a class 5 road, from a class 6 scenic road.  The proposed owners are proposing sudviding into four lots.

 

Chuck said they would need the Conservation Commission's input, since it is a scenic road. J.R. advised Jacques to read the regulations for class 6 roads thoroughly.  Jacques said there is no way to meet the requirements.  Chuck asked Janice to give Jacques a copy of the regulations on class 6 roads. J.R. indicated that he can go to the ZBA to apply for a variance.  In response to Jacques question regarding whether a class 6 road can abe upgraded, Chuck responded that it cannot, because it doesn't meet the criteria.    J.R. indicated that he would need to build a subdivision road without asphalt. Chuck recommended that Don Mayo come in and see what needs to be done to bring it up to the Planning Board's standard.  Steve suggested that if this isn't going to meet the standards, that the Board tell him now.  He doesn't want to give him false hope.  Chuck suggested that Steve call Ken Swayze and he repeated that he doesn't feel that it meets the criteria.  Jacques needs to measure the road and if he is satisfied, he can to go the Planning Board.

 

10:10 p.m., J.R. motioned to adjourn the meeting.  Steve seconded the motion.  The motion carried.
