BOARD OF SELECTMEN

MINUTES OF MEETING

MAY 1, 2003

7:00 p.m., Ron Slocum, re:  TV Guide

Ron questioned why the Fire Dept.  receives multiple copies of the TV Guide.  Janice indicated that they receive six copies free each week.

 

7:05 p.m.  Jeff Trexler, re:  Dunbarton Center Planning Committee

Chuck motioned to officially dissolve the Dunbarton Center Planning Committee and expressed the Board's appreciation for all the members' hard work over the last two years, including putting the agenda and the annual meeting together.  J.R. seconded the motion.  The motion carried.

 

J.R. motioned to appoint Norm Roberge to the Dunbarton Center Building Committee.  Chuck seconded the motion.  The motion carried.

 

Jeff Trexler asked about whether the straightening out of Robert Rogers Rd. should be included in the Building Committee's plan.  The Board indicated that it should not be included.

 

7:20 p.m.,  Other Business:

Steve dictated a letter to Bruce Vaal, re: not reimbursing  his cell phone expenses and his lack of attendance on Thursday evenings.  Steve requested his log of home inspections, and an invoice to verify expenses.

 

7:35 p.m.  Woody Bowne, re:  Transfer Station issues

Woody indicated that he shipped a load of glass to Goffstown.  N.H. the Beautiful said that they would need to start charging for this, but Woody disputed it, indicating that he had not budgeted for this cost.  N.H. the Beautiful picked up the tab the load of glass.

 

Woody mentioned that the 40 yard container was damaged this winter and that Atlantic Leasing had agreed to fix the problem by Wed. morning.

 

Woody is taking a course to become State certified, which will boost him to level 3.  He indicated that 50% of the staff has to be certified with at least one employee needing to be certified to the maximum level.  He mentioned that this course was interfering with Tom Gleason's regular dumping hours, but that he had offered him several alternative times and that Tom would let him know which time he preferred.

 

Woody discussed the dumping of tires at the Marcou development on Caleb's Way.  Jim Marcou brought the tires in without charge, since they were illegally dumped on his property.

 

Nicole quit her job at the Transfer Station. J.R. reminded Woody to follow the personnel policy in replacing her.

 

8 p.m., Tom Gleason, re:  various concerns

 

Tom Gleason came in to voice the following concerns: 

            1.  Woody needing to change Tom's dumping hours this week,

            2.  Woody's allegedly allowing other people in to dump during Tom's hours,

            3.  Woody, as Cemetery Trustee, allegedly subbing out work

            4.  Woody's job description, which Tom feels is in need of being updated

1.  Chuck indicated that this class is required, Woody needs to make an exception to Tom's regular dumping hours of 2:30-4:00 on Wed., and Woody has been fair with the alternative times.  Tom can come after regular hours on Wed., unless the Transfer Station is dead, in which case Woody will call Tom and he can come down earlier.

 

2.  Woody indicated that the tires were dumped at the appropriate time on Tuesday.

3.  J.R. indicated that all work was bid out in January before Woody was a Cemetery Trustee.

4.  Chuck thanked Tom for pointing this out.

 

Also, a discussion ensued about Karen Meehan's trailer.  Tom wants to see the mess cleaned up.  Chuck brought Steve up to date on this issue, that there was a fire in the trailer and that the RSA provides one year for the trailer to be disposed of.  As long as she is removing parts of the trailer, it is okay.  Tom then brought up the issue of the failed septic system.  The Board will not address this issue because it is a civil issue between two parties.  Steve indicated that when the Town hires a new Code Enforcement Officer, he/she will look at this issue.

 

Steve mentioned that he has reviewed the warrant articles in the 1987 Town Report regarding commercial hauling.  Woody is visiting two more sites and then a meeting will be set up between the Board and the commercial haulers.

 

Woody mentioned that he found paint thinner in the trash.  Steve asked that Tom and Woody not dispute between themselves.  Steve also suggested to Tom that he keep his cool.

 

Tom wants to be reimbursed for going to Concord to dispose of his trash, on the day that Woody wanted to inspect his trash.  Steve asked him to bring this back to the meeting when they will discuss rules.

 

8:37 p.m.  Other Business:

Janice brought up the  personnel policy, which was reviewed by the auditors.  They found that the new policy did not address whether sick leave would be lost when an employee retires or quits.  Steve said that this is an unfunded liability and he wants it clarified that sick leave is lost when an employee leaves.  He asked Janice to ask the auditors what is a fair policy. He then mentioned that comp. time does not accrue, it is either taken or paid in the following week. 

 

Woody asked about uniforms, and was asked to bring it up at the department head meeting on 5/15, which is being held at the Town Offices, not at the Police Dept., like originally planned.

 

9:00 p.m., Steve motioned to adjourn the meeting.  J.R. seconded the motion.  The motion carried.
