MINUTES OF MEETING

APRIL 17, 2003

 

Present:          Chuck Graybill, Chair

                        J.R. Swindlehurst III

                        Steve Kennedy

                        Janice VandeBogart, Town Administrator

 

 

 

7:00 p.m., Don Prior, re:  posting his property and Planning Board letter

Don came in to express his concern about people hunting on his property and to seek the Board's advice on whether to post his property or not.  The Board advised him that it was acceptable to post his property.  Don also was disappointed that a letter he wrote to the Planning Board was not received by them, in time for the last meeting. 

 

7:15 p.m.  Alan Davis, re:  cost of copying Town records

Alan questioned the costs imposed on Lori Davis' request for Town records, which was .50/copy and $10/hour for research.  Janice and the Board indicated that this is the policy.  Steve indicated that the policy is being examined and that Linda Peters is reviewing it and will give her feedback. Steve also indicated that the State charges for time as well as copies.  Chuck indicated that there is a repetitive pattern here and that the policy begun in 1992 has been reinstituted.  Ron Slocum suggested that people requesting records be told up front what the costs will be and asked if the 1992 minutes specified an hourly rate.  Janice indicated that the minutes indicated that the costs would be based on services rendered.

 

7:33 p.m.  J.R. motioned, which was seconded by Steve, to go into non-public session, pursuant to RSA 91-A, to discuss a legal issue. The motion carried.

 

7:50 p.m.  Chuck motioned, which was seconded by J.R., to end the non-public session.  The motion carried.

 

7:55 p.m., Harvey Provencher, re:  Toledo modular home stairs not meeting code

A discussion ensued about whether another temporary certificate of occupancy should be issued. 

 

8:00 p.m.  Other Business

Janice mentioned that Allison had a concern that everyone talks at the same time at the Planning Board, making it difficult to take the minutes at times.  However, she would like to keep her job.  Steve motioned that Allison will be kept as Secretary of the Planning Board, which was seconded by Chuck.  The motion carried.

 

8:12 p.m.  Steve motioned to adjourn the meeting.  Chuck seconded the motion.  The motion carried.
