would like Woody Bowne to put the Recycling Committee together.
Jim
Marcou asked who is responsible for enforcing road bans (posted weight limits
and hours), he indicated that overweight trucks are exceeding the weight
limits. Chuck indicated that the Police
Chief is ultimately responsible.

p.m. Jan VandeBogart; re: roads
Jan
indicated that if an offender is posting bond, there is no need to inform the
Police Chief. J.R. asked for a
suggestion for an appropriate amount for a road bond. After a brief discussion, the amount of
$20,000 came up as a reasonable amount.
A
discussion regarding the procedure for obtaining permits to travel on posted
roads took place and it was decided that an applicant would get approval from
the road agent each day, with approval contingent upon having cold enough temperatures
overnight and the route expected to be travelled. Copies of the permit will be sent to the
Police Dept.
Jan
discussed a property owner on Old Mill Brick Rd. who is using the road as a
ditch, diverting water further down the road causing the road to wash out. Janice will draft a letter, to be signed by
the Board, requesting that he cease this
activity, since RSA's prohibit disturbing a Town road. J.R. indicated that this
owner is moving.

p.m. Harvey Provencher, re: Long Pond
Rd. concern
Harvey
was concerned because he issued a permit on the Vallencourt property before
knowing that conditions were atttached to the receipt of a building
permit. Harvey suggested an idea to be
sure that he knows about conditions in
the future. However, Chuck indicated
that his idea wouldn't work, but that new procedures are in place to prevent
this from happening in the future. The
Board reassured Harvey that he need not feel responsible.

p.m. Jim Williamson, re: seeking permission to haul on Grapevine Rd.
Jim came
in requesting permission to haul on Grapevine Rd. for the next week and
half. Chuck informed him that he should
apply for a permit the day before with Janice and approval would be contingent
upon the road being frozen. Jim was
upset at the possibility of being denied permission. The Board talked with Jim, explaining the
reasoning behind the policy, and Jim
finally calmed down and accepted the procedure. Chuck is going to notify the Police Chief of
this policy.

Kim Bowen, re: proposed dog training
business
Kim came
in to see what permits were required for her to start a dog training and dog
sport business out of her home on Robert Rogers Rd. After researching the question, including
speaking with John Trottier, J.R. learned that she would need a special
exception because she may be training
five or more dogs. This falls under the
category of a kennel. Kim was informed
that there is a non-refundable fee of $250 to apply for this exception, and
that she needs to get the names of abutters and submit that with payment and
the application, within 15 days of the next Zoning Board meeting.

p.m. Harvey Provencher, re: numbering of houses
Harvey
asked about an unsafe horse barn and who is responsible for numbering houses.
J.R. indicated that the Fire Chief does house numbering.

p.m. Chuck motioned to adjourn, which was seconded by J.R. The motion carried.
