BOARD OF SELECTMEN

MINUTES OF MEETING

JANUARY 30, 2003

7:10 p.m.,  Brian Little, re:  Welfare matter

The Board indicated to Brian they they were concerned about checks being received inconsistently and for partial payment from a resident.  Chuck asked Brian to follow up, and indicated that he would like to see at least one check per month.  Brian said he will stop in and see this person and call the Board to report.  Brian announced that he does not want to continue as Welfare Officer.  He recommended Patty Shearin.  Les will call Patty.

 

 7:20 p.m., Jon Wiggin, re: work on fire station

Jon indicated that he had received an estimate of $3,800 to replace the windows and to do weather stripping. Janice mentioned that $5,000 had been allocated in the budget.

 

7:25 p.m., Other Business:

Les motioned to rescind the appointment of Leonard LaMarca as a part-time police officer and to appoint him as an auxiliary police officer.  J.R,. seconded the motion.  The motion carried.

 

Budget and Warrant review- Police and Fire Depts.

Janice mentioned that she called the Dept. of Revenue, for assistance with the wording on grants (Article #12).   The grant was accepted.  Also, $1,200 was added for a printer.   Janice mentioned that she reviewed changes to the Board of Assessors' budget ($300 came out of supplies, and that training was cut).  Also, she reviewed the answers to questions which arose at a previous meeting regarding Animal Control costs and Animal Population Control.  Janice indicated that the State was never billed for Animal Control last year, so this year's budget will include two years of costs and that euthanasia was eliminated.  The cost for Animal population is $1,000/year.  The Animal items were revealed by Linda Peters.

 

Janice mentioned that a part-time secretarial position has been posted, since Debbie is leaving.  There have been many calls. One candidate had worked as a Deputy Town Clerk in Goffstown previously.  Janice would like to hire two assistants, each to work three full days, with one day overlapping, for coverage.  She would like the second one to start in a couple of months, so that she is only training one at a time.  Janice would like a Selectman to interview

promising candidates.  Les volunteered to do this.

 

Article #11

Les motioned not to recommend passage of this article, which asks for the hiring of an additional full-time police officer.  He doesn't feel we are in a position to fund this position.  J.R. seconded the motion.  The motion carried.

 

Artilce #13

J.R. motioned to recommend passage of this article to fund the purchase of portable radios for the Police Dept.  Chuck seconded the motion.  The motion carried.

 

Janice checked with the Town's attorney concerning the question of whether  forming the Heritage Commission needed to be on the ballot.  The attorney indicated that it did not and did not require a hearing. Janice feels Articles 16 and 17 are okay as written.

 

8:05 p.m.  Brett St. Claire, Conservation Commission, re:  Kimball Pond building Warrant Article

Brett brought in a draft of the warrant article concerning the house.  Chuck indicated that he had had discussions with Brett and the draft was a concensus.  A discussion on what can be included in the warrant article took place.  Les was against the draft as written.  Les and J.R. were in favor of it.

 

Brett indicated that the Conservation Commission is not ready to decide whether to sell the house or not.  He then suggested that he wait a year until the public hearings are held and they have a definite plan.

 

This warrant article was written:  To see if the Town will vote to approve the establishment of a building maintenance general fund expendable trust fund.  The monies from the rental of this property will be deposited into this fund.  The Board of Selectmen will be appointed as agents for this trust fund.

 

A discussion on whether the Town should pay for timber and gravel from the Conservation Commission took place. Janice indicated that paying for timber and gravel on Town property is not allowed.

 

Brett presented a chart showing the estimated savings to the Town of not developing the 700 acres of conservation land at Kimball Pond.

 

Other Business continued

A discussion of which articles to fund from the surplus took place.  Chuck felt Articles #9 & 10 should be funded from the surplus.

 

J.R. requested that the proposed versus approved budget amounts be broken out for the budget hearing.
