BOARD OF SELECTMEN

MINUTES OF MEETING

 

September 26, 2002

The Selectmen discussed setbacks with Linda Lewis of Robert Rogers Road who wants to put on an addition. 

 

Brett St.Claire, Conservation Commission:  Brett gave the selectmen an update on the Kimball Pond property. 

1.      Dissolving of  the Corporation:  papers to be filed within the next two weeks.  He will keep us informed.

2.      Dedication Ceremony:  Scheduled for October 5th at Kimball Pond.  Larry Cook to be MC, will have a speaker from LCIP and the Conservation Commission would like to have one of the Selectmen speak.  Also, there will be a formal thank you extended to Bud & Betty Anne Noyes for their generous donation of land in the Kimball Pond area.

3.      Rental property on the former Nassikas land:  Scott Warriner is currently renting the property.  Brett has spoken to a real estate broker to find out what the rental rates in the area are.  The average is $750.  A low fair rate would be around $600.  Mr. Warriner would be doing maintenance on the building and grounds, and be a caretaker of the Conservation area for the town.  His rate for caretaker would be around $l5 per hr which would be approximately $150 taken off his monthly rent which would be $450.00 per month. 

 

It was noted that the property would have to pro-rated for taxes.  This would be house and improved land.  The Board of Assessors will be notified to give us a figure.

 

The building inspector will have to inspect the property and the septic system. 

 

Patrick Bowne, Transfer Station Supervisor: Mr. Bowne came in to show the Selectmen the new truck that was delivered this week for hauling containers to Penacook.  He stated that hauling will begin tomorrow.

 

Karen & Shawn Meehan:  Mrs. Meehan stated that she had received two certified letters from the Building Inspector this week.  The first was in regard to the failed septic system on her property and the second letter was in regard to the removal of the burned mobile home. 

 

Mrs. Meehan presented two letters in response to our letters (see attached).  She wanted to know what prompted the Selectmen to order the letters be mailed to her and the Leaches.  The selectmen stated that they had received a visit from Tom Gleason with concerns about the septic system and the burned mobile home and they were following up on his request.  A letter was mailed to the Leaches because they were the legal owners of the mobile home. 

 

RE:  Burned Mobile Home:  Mrs. Meehan stated that according to town zoning she has up to 12 months to remove the mobile home and to replace it with another.  The mobile home burned on January 11, 2002. 

 

Chuck Graybill stated that in most cases when a building burns the owners remove the debris in a timely fashion because of health and safety issues.  The town usually does not have to notify the person for removal. 

 

RE: Septic System:  Mrs. Meehan stated that she has been working with the Building Inspector on the failed septic system but the tenant, Tom Gleason, continues to dig holes and ditches in the front yard and water keeps coming to the surface making the problems worse.  She produced pictures which the Selectmen returned all but two to her.  She outlined a number of problems she is having with the tenant and produced court records to substantiate her claims. (Some were copied and will be kept for our files.)  She also stated that Mr. Gleason had a number of violations to town zoning and building codes that the town should follow up on.  She stated that Mr. Gleason did not have a certificate of occupancy to conduct a home business (re-established in 1998).  She also stated that he is only allowed one commercial vehicle on his lot (lot #3) and she produced a map.  This information will be given to the building inspector to follow up on.

 

Mrs. Meehan requested a copy of the Code of Ethics for the town and a job description for the Chief of Police.  She also wanted to have the guidelines for the Health Officer.  She was advised that the state sets the guidelines for the health officer, the town only makes a recommendation as to the town’s choice for the appointment.
