BOARD OF SELECTMEN

MINUTES OF MEETING

 

September 19, 2002

 

 

Present:   Chuck Graybill, Chairman

7:00 PM

 

J. R. Swindlehurst reported that Mr. Greenhalge on Gorham Pond Road, would like to see three large trees taken down in front of his house.  Two are dead and one is bad.  It was noted that the town wanted to take these trees a few years ago and the Greenhalges refused to let the town cut them.  The trees are a nuisence so it was decided to contact hee Road Agent to have them taken care of.

 

Laws pertaining to the displaying of political signs on private and public property were discussed.  It was noted that a number of signs were on school property and were left there until the town had to take them down.  A copy of the law will be place on the web page for public use. 

 

Dave Foster, Library Trustee Chairman, sent word that the Library would like to hire a person to take care of the walks this winter.  They would pay the person and the town would insure for Worker’s Comp. insurance.  The Selectmen gave their approval  but wanted this to be outlined in writing by the Trustees.

 

The proposed personnel policy was discussed.  The Selectmen suggested changes to the sick leave and vacation time policy and passed it back to the Joint Loss Committee for a final draft. 

 

Appointments: Les Hammond made the motion to appoint Ron Slocum to the Solid Waste and Recycling Committee for a term to end March 2003.  J. R. Swindlehurst seconded the motion, all were in favor.

 

J. R. Swindlehurst made the motion to confirm the action taken by the Supervisors of the Checklist to appoint Hilliary Hodgman as a Supervisor of the Checklist to replace Pat Mann who has verbally resigned.  Les Hammond seconded the motion, all were in favor.

 

Ron Slocum, Supervisor of the Checklist:   Mr. Slocum requested that the supervisors purchase a lap top computer so that they could update their records at the polls.  The purchase would be approximately $300 to $350.  The Selectmen gave their approval.  He also requested the use of the office scanner so that he could scan all the voter registration cards into the computer so that they could tract voter history.  The Selectmen agreed.

 

Budget Items: Chuck Graybill stated that Fred Mullen had requested money in next year’s budget for a survey in conjunction with the town of Weare to map out the town line between Weare and the Town Forest Land.  Also, he would like to budget for chairs for the Community Center.  Fred will give a count of how many chairs are needed.

 

Inspection: It was noted that the DES inspected the Transfer Station and we passed with flying colors. 

 

John Turner, Assistant Building Inspector:  John reported that the computer in their office is not up to speed to accommodate their new computer program for issuing and tracking Building Permits.  He requested that the computer be updated or replaced.  The Selectmen agreed that ALL the computers were lacking because not only is the building inspection program unable to be used, the new mapping program  is also unable to be put into our system because the computers are too slow and do not have enough memory.  It was decided by the Board that the Computer Technician, Robert McHenry, be authorized to shop around for the best buy to purchase five (5) computers for the town office that will adequately fit our needs for the next few years.  It was noted that computers are now less than $600 on the market (this would not include monitors, keyboards, etc.). 

 

Motion to adjourn was made by Les Hammond, all in favor.
