MINUTES OF MEETING

April 25, 2002

7:00 p.m.  Michel Belanger, re:  Jacqueline Dr.

Michel Belanger indicated that he wants to finish Jacqueline Dr. and doesn't want any hassle getting his money.  He may need to rent equipment if the pavers cannot do the job. He will discuss the project with the road agent.  He will need to have money from the monies that have been set aside for the project by the Town.  He intends to clean the catch basins, compact and pave the street and do any necessary work on the slope.  Janice found the letter detailing the agreed upon work to be done.  Michel will contact Jan VandeBogart.

 

7:30 p.m. Jeff Nelson, Dr. Dupre and Adam Craigy re: telephone survey for the Police Dept.

Dr. Dupre, professor at St. Anselm's College and his student, Adam Craigy, reviewed the results of the survey of a sampling of the Town's population regarding the Town's satisfaction with the Police Dept., traffic enforcement and safety.  Dr. Dupre, who oversaw the survey, explained the process of conducting the survey.  In general, the respondents answers reflected an overall satisfaction with the Town's police presence. Speeding and burglary were found to be the most pressing problems.  The police officers' attitude and competence and overall performance were extremely high, as noted by Dr. Dupre.  A discussion took place regarding other towns' surveys and the possibility of conducting another survey before the next Town meeting.  Dr. Dupre noted that N.H. has led all of the New England states in population growth in recent years.

 

8:15 p.m.  Rick Martin, re:  subdivision on Tenney Hill Rd.

Rick Martin is looking to build 4 lots, with the following road frontage on each:

1.  500 ft.

2.  850 ft.  (350 ft. of which is under the power line)*

3.  650 ft.*

4.  300 ft.

*Rick is planning on taking some of the road frontage on lot #2 and adding it to lot #3.  He asked what the Board wants for improvements.  Chuck indicated that Tenney Hill Rd. is a class 5 scenic  2 rod road and a time/date was set for a site walk on Monday at 8 a.m.  Les indicated that the Board wants a 50 ft. right of way and some improvements done to the existing culvert.  Chuck indicated that the Board is looking for 17 ft. to be deeded to the Town. Rick is concerned about the culvert being widened without the road being improved and inquired about the possibility of posting a bond for future widening.  Les said that may be a possibility.

 

8:30 p.m. Joe and Frances Sowle, re:  problems with neighbors on Holmes Rd.

Joe indicated that his neighbor, Andy Michaels, has installed a fence across the road where the road was abandoned.  Joe inquired as to whether Andy Michaels has the right to do this.  Les indicated that both homeowners have the right to maintain their side of

he road only.  Frances mentioned that she would like something in writing to this effect.  J.R. assured the Sowles that the Board would draft a letter to this effect. 

 

9:10 p.m. Les made a motion, which was seconded by Chuck, to adjourn the meeting.  The motion carried.
