MINUTES OF MEETING
March 7, 2002

A discussion ensued regarding the water testing at the proposed subdivision on the Stillwater property.
Janice indicated that the Conservation Commission would like to place the Kimball Pond Rd. thermometer outside the town offices. The Board agreed.
Janice indicated that Jim Marcou was inquiring as to whether there had been an extension on the Belanger property on Old Hopkinton Rd. Chuck indicated that Jaques never came back in after the extension was granted.
Bev Marcou sent a letter asking that the Board accept her road. Chuck indicated that the following is needed first: topcoat, engineers report with approval and a public hearing needs to be held.
Mark Antonio sent a letter because he is concerned about 3 trees cut on Rangeway Rd. Janice will check with Jan on whether the three trees were cut, and if so, for what reason. Then a letter will be sent to Mr. Antonio.
Fred Mullen will be asked to mention that it is the 100th anniversary of the Dunbarton Telephone Co. at the Town Meeting.
7:30 p.m. George Holt Re: Water Testing Standards
Mr. Holt discussed the surface water testing on the Stillwater property. He interpreted the test results and indicated that at least one of the tests was 10X higher than the standard. There is one location with dead trees, which could mean the water is pooling. Les discussed starting an ordinance requiring all artesian wells be grouted or sealed. George suggested that one bedrock well be dug, as a monitoring well. Chuck doesn't see the benefit of further testing due to the lack of precipitation this winter. A discussion ensued about who is responsible if the water is contaminated.
8:00 pm. Fred Weston and Jodi Linehan Re: Stillwater property
A discussion ensued regarding the environmental water testing and the source of the high sodium chloride in the surface water. Mr. Weston indicated that if the proposed wells become salt contaminated, in house water systems would solve the problem. He inquired as to the Board's willingness to "risk share". Mr. Weston offered to foot the cost of all in home water systems in exchange for not having the pave the remainder of the road (approximately 500 feet). Chuck told Mr. Weston he is not in favor of it. J.R. & Les indicated that they were in favor of it. Mr. Weston also raised the possibility of selling the lot adjacent to the salt garage. The Planning Board is doing a site walk on March 9.
8: 50 p.m. Fred Mullen - Re: Warrant Articles
Fred came in to review the warrant articles. A discussion on who will install the private voting booths took place. Les asked Fred to mention the 100th anniversary of the Telephone Co. at the Town Meeting. The Town's legal counsel will be at the Town Meeting. Fred indicated that he will leave it up to the voters to decide whether any non-residents will be allowed to speak. The petitioned warrant articles will be read by the petitioners.
9:40 p.m. Chuck motioned, which was seconded by Les, to adjourn the meeting.
