MINUTES OF MEETING

7:00 p.m. Other Business:
Chuck asked Janice to ask Jan to have someone look at salt sheds for next year's Town Meeting. Les reviewed the items from the Town Hall that Mike Malloy and Donna Dunn would like to have for their upcoming auction.
Appointments
Les motioned, which was seconded by Chuck, to appoint Janice VandeBogart as Deputy Town Treasurer. The motion passed.
Les motioned, which was seconded by J.R., to appoint Harvey Provencher as Assistant Building Inspector for a one year term. The motion passed.
Les nominated Bruce Vaal as Health Officer. J.R. seconded the motion. The motion passed.
J.R. nominated Jon Wiggin as Emergency Management Director for a one year term. Les seconded the motion. The motion passed.
J. R. nominated James Marcou and George Holt as Planning Board members for three year terms. The motion was seconded by Les. The motion passed.
Les nominated Gertrude Dulude and David Nault as Zoning Board of Adjustment members and Jon Van Loendershoot as an alternative member for three year terms. J.R. seconded the motions. The motions passed.
Les motioned, which was seconded by J.R., to appoint the following to the Transfer Station and Recycling Management Committee for a one year term: Keith Marseneau, Kenneth Alton, Jeff Crosby, Lori Davis and Charles Williamson.
7:30 p.m. Larry Cook and George Holt, re: Conservation Commission
Larry brought a draft of an agreement between the TPL and the Town to the pay the $50,000 deposit (which has already been put down). The final copy will be brought in next Thursday. George discussed fundraising and brought in forms for the Board to sign to set up an account to accept stock donations, which will immediately be converted to cash. Les questioned whether the Commission has access to funds. Janice indicated that only Pam Milioto can sign on the account.
7:45 p.m. Ron Slocum, re: classification of Kimball Pond Rd.
Ron asked what the classification of the above road. The Board informed him that it is a grandfathered class 5 and scenic road. Ron felt it was very narrow.
8:00 p.m. Ken Swayze, re: Master Plan
Ken , as co-chair of the Planning Board, feels that the Town needs to update the Capital Improvement Plan and develop a Master Plan, to provide statistical support, which he feels is lacking in the Town. He indicated that the statistical portion of the Master Plan would include information on the census, elderly and low-income housing. He further

indicated that the courts have relied on statistics. Les disagreed and said that the Town has a plan. Ken feels that we need to prepare. Chuck would like to table it until 2003. J.R. would like to read the current master plan. Ken mentioned that the need for growth ordinances has been reported in the press.
8:40 p.m. Tim Etheredge, re: his appeal of the building on the lot adjacent to his on Route 13
Tim came in to discuss his objection to the house that is being built next to his home on Stark Hwy. N. He gave a brief history of why he chose Dunbarton. He questioned why the two 1/3 acre lots were allowed to be combined into one lot of under 5 acres. The Board indicated that the lots are grand-fathered. Tim claims the lot doesn't meet setback requirements, because the house is 10 feet too close to his property. Chuck indicated that his appeal needs to be with the court, not with the Town, because the court order goes with the land. Tim questioned why the former owner was allowed to continue to build after a Cease and Desist order was issued. The Board indicated that it needed to go to the courts, that the Building Inspector cannot issue one and that was how it was first issued. Tim also indicated that the well doesn't meet setback requirements. He is upset that his house is less than 100 feet from the house under construction. Tim asked why the Town didn't require a survey. Chuck indicated that he sympathizes, but there isn't anything the Town can do because the court made the decision. Tim feels that he was swept under the rug and that the house is too close. He went on to state that he is the only one who has to pay for it and will the Town offer him anything. Chuck replied, "No."
9:25 p.m. Les made a motion, which was seconded by J.R., to adjourn the meeting.
