TOWN OF DUNBARTON

BOARD OF SELECTMEN

MINUTES OF MEETING

March 14, 2002

Present:          J.R. Swindlehurst, Chair

                        Chuck Graybill

                        Les Hammond

                        Janice VandeBogart, Town Administrator

7:00 p.m.  Other Business:

A discussion about the legal review of the petitioned warrant articles of the 2002 Town Warrant, which will be included in the local newspapers, took place.

7:15 p.m.  Chief of Police, Jeff Nelson, re:  cruiser

Chief Nelson indicated that the purchase of the new cruiser through Grappone Ford was state bid, satisfying the bid process.

7:30 p.m.  Jacques Belanger, Jeff Crosby, Ed White, John Trottier and Bob Rook, re:  Stark Lane

The above men came in to discuss the permits for driveways on Stark Lane, the state's 400 foot site distance requirement, and were seeking the Board's approval to cut 1-2 major trees.  The Town Forest Committee needs to approve this, according to Jeff Crosby, because the Committee controls the land and has the final say.  Bob Rook feels it is a safety issue.  Jeff will call a meeting to make a decision on the tree cutting as soon as possible.

8:00 p.m. Other Business:

Janice discussed a purchase and sales agreement between the Narsikas  family and the Trust for Public Land.  A letter was expected to be faxed to the Town Office regarding this purchase.  It wasn't received yet.  Chuck indicated that he would like to see the letter.

8:05 p.m.  John Trottier, Lori Davis, re:  home business classification

Lori Davis questioned how an individual cutting firewood to sell would be classified for zoning purposes.

8:10 p.m.  John Trottier, re: appointments to the Zoning Board

John would like to have the appointments made to the Zoning Board, and that Gert Delude and John VanLoendersloot are interested and Ron Slocum is interested in being appointed as an alternate.

John also discussed an administrative appeal from Jim Walker, re: building permit on Desmaris property on Rt. 13.  Chuck indicated that it was settled out of court, there was no reason to go back to the Zoning Board when the property was sold. Tim Etheredge sent a letter with allegations that there was no valid building permit on this property.

J.R. would like to see a checklist of what the Zoning Board requires.  John would like a better explanation from legal counsel.  Les wants to draft a letter to the Building Dept. requesting representation at meetings.
