MINUTES OF MEETING

 

December 12, 2002

Alan Rockenback,  for Lori Davis, member of the recycling committee, presented the selectmen an invoice from Atlantic Leasing which showed the cancellation of the 40 yd open top container as discussed at last Thursday’s meeting. He stated that they are still trouble shooting on the problem with the motor on the compactor at the Transfer Station.  He came in  with a consulting engineer, result was that they are having an intermittent problem and other times would run perfect.  No design problem but there is a problem that has not been diagnosis as yet.     Did some tests and determined there was not aproblem with wiring.  In the meantime he suggested hold payment because of the problem.  Last few times has been running consistently.  JR stated problem has been happening every Saturday.   BOS said to hold payment.  Les suggested that this all be documented for future use.  Alan said he could provide calculations for everything. 

 

Brett St.Claire:  & Lrry Cook.  Brett stated that the Conservation Commission discussed and are willing to return the $25,000 appropriated at town meeting to the general fund.  Even in a worse case the committee feels they  have enough money.  Won’t know until 60 days after the tax papers have been filed if they owe more money but are confident that they will be fine.

 

Brett asked about the possibility of having the rent from the house at Kimball Pond ($450 per month) go into the conservation fund.  Auditors say money have to go into the general fund.  Breet wants money to go for maintenance of the building.  The Selectmen talked about putting the money in the Conservation Commissions budget for maintenance  of the building and then pay the money to the CC to be put in their conservation fund.  We will have to check with the auditors first.  Brett spoke to Scott Warriener and the town carries $100,000 umbrella policy so Scott Warriner would have to carry the same.  He was willing. Brett went through the house with Scott and was in great shape.  New water heater, etc.  Only complaint was that hunters are parking across from his house so will put up a split rail fence to solve  the problem. 

Chuck Graybill wanted to know if the CC was going to present this to the town for input as to what to do with the property.  Brett stated that they had planned to do that and it would be done at town meeting.

Larry Cook:  Letter to Department of Transportation: Larry presented a letter to the DOT regarding the widening of I-93 and concerns about environmental issues.  The letter was written by Margaret Watkins for the  selectmen to sign.  (see attached).  The Selectmen were pleased with the way the letter was written and gladly signed.

 

Dorbat Appeal:  Ken Swayze joined group to discuss this.  Larry Cook stated that Gerry Gerdis and Larry met with the attorneys last week, and filled them in on the case and they called George Holt and Ken Swayze to summarize.  Estimate to do research and file motions was quoted to George Holt was $5700.  George said asked to cap the cost at $3000.  Larry stated that it was their priority to have the attorneys  represent  us at the hearing and find out how state arrived at their decision and get some  questions answered.  The Attorneys are requesting Ken, the Selecmen and Larry discuss the case in a conference call  and to attend the hearing on December 19th.  It was noted that the hearing would be with the Waste Management Council. 

 

Conservation Commission Budget:  Larry noted that the budget  will be the same as last year for the CC plus the money for the maintenance of the building.

 

Planning Board;  Ken Swayze:  Ken discussed money for the master plan. High end would be $70,000 but felt they could do it for $40,000.    Central NH is the most promising but need to put out to bid.  They are doing 50% of towns in the area.  This will be a two year project.  Have to have a build out process done first and that   would be about $7500.   Chuck Graybill asked if the Planning Board would like the  $40000 all at once or half in 2003 and half in 2004.    Also asked about a Capital Improvement program.  BOS recommend spreading the cost over two years.  Build out plan to be done first and get the public involved.  Possible to do the CIP on the third year.  The Planning Board wants to go for the whole amount all at once. 

 

Item before the Planning Board:  Ken stated that at the Stillwater hearing on Dec 2nd the Judge postponed to a later date.  The Town cannot do anything on this at this time. 

 

Store being constructed at Pages Corner: Owners do not have to go back to the Planning Board.  As long as they go by the original plan,  they can proceed. 

 

The Attorneys have advised that non-conforming lots with less than the required frontage, must come back to board.  But, if the person provides a road to make frontage he does not have to come before the board.

 

Chuck Graybill noted that Bob Perry, Chuck and the Road Agent meet to mark trees for cutting along Morse Road to improve sit distance.

 

Historical Awareness Committee:  Bud Noyes, Ken Swayze,  Tom Hathcoat, Rebecca and William Rolke were in to discuss the publishing of their historical book.   Presented samples of the book and the size of the pages.  Bud says they have over 200 pages now, with pictures.  Quotes were from $10,000 to $15,000 for publication.  Hard bound, good cover – 40 pages of color – 81/2 by 11.  $2.00 to $7.00 per copy.  500 copies.  Selling books would pay back over the years.  $20 to $30 dollars our costs would charge more for copies.  Could do pre-sales to help with costs.  Coming out 2003, summer to end.

 

The selectmen agreed to carry forward the $2500 already budgeted and appropriate another $12500 to make the $15000 for a better copy.  Increase to 1000 copies and do a nice color cover.  The committee thanked the Selectmen for their support.

 

Dan Troy: Web Site.  Dan offered to take care of the website for the town. Can get website up and running and provide service too for $80.00 month.  Board of Selectmen agreed to hire him to do the website.  He will be in contact with Robert McHenry to get started.

 

Patrick (Woody) Bowne, Supervisor Transfer Station:  Woody present the budget for transfer Station for 2003.  Down $1700 plus dollars.   State is saying that need to dispose of the ashes after pile is burned.  Need to haul  to Rochester.  Turnkey, landfill.  Some costs went up but will get into this when comes in to discuss his budget.

 

Woody stated that the town sent 20 tons less than last year to incinerator because of recycling.  

 

Chuck Graybill asked Woody to express his views on whether to maintain the committee to provide a resource to him in regards to writing procedures and any other projects that might come up such as the shelter for the truck, etc, plans for traffic flow,  OR   are we looking for the establishing of the committee to be in charge of recycling and volunteers and to encourage building up of recycling.  Which way does Woody feel to proceed. Woody stated that he would like to have a Committee that would help promote with recycling and to assist in small projects.  Be a little bit of both but not in the management part.  Just to have another source of help.  Primary concern would be recycling.  Have personnel plan and have job descriptions for the employees.  Help with education of the school children with recycling.  Woody  would like the Selectmen to form the new committee.  Les Hammond stated that there has to be a clear line, project is over, now is the development of other programs, etc.  

 

Ron Sloccum was present to  go over the list of items need to be done to complete the project.  (See attached list)

1.      Paving:  in spring. 

2.   Asked about carrying forward money to 2003 to complete work.  Auditors said we can carry forward money to 2003 as long as used for Capital Improvements and Equipment. (Same as Article passed at 2002 town meeting)

 

Ron was asked to set on the new recycling committee and he agreed.  Ron provided a “punch list” of items that need to be done to finish the project.  Selectmen reviewed list.  Discussed sealing off areas to secure in case of vandalism, etc.  Chuck commented that most all of the tires have been removed and this should be mentioned in Woody’s report to the town.  Selectmen approved the installation of the receptacle and wire for a generator attachment.  Selectmen approved the entire list.

 

Ron asked what happens at the end of the year, projects end and committee ends.  After the end of the year Woody will take over and work with new committee to finished items on list which are small. Woody and Ron will go over and come back to BOS before the end of the year.  They will come in the 26th of December. 

 

Patty Shearing and Karen Gincott:  Regarding permit for the Pages Corner store.  They were advised that this special exception was approved in 1993 and the abutters would not have to be notified now because it was already approved then.  Karen and Patty asked if they had to go back to the Planning Board and the Selectmen sated they did not.  Karen stated the plan in 1993 was in the name of Sal Rabbia, and the  land around has changed and built up, asked if the PB needed to review again; NO.  Patty was concerned about the traffic issue  impact on the intersection.  She asked if the Department of Transportation has to review again for traffic issue?  Still need DOT approval for driveway permit.  One of the items on the list for permit approval.  JR recommended calling District 5.  It was explained that a Special Exception goes with property.  Karen Gincott  asked if the Selectmen would  encourage the Store people to discuss the development with the neighbors. 

 

Other Concerns were: the access for the store is from Route 77 and also from Old fort Lane.  Neither were designated as entrance or exit.  Also the school kids would be walking down that road after let off the bus and there is concern about traffic coming in  and out of the store.  Patty asked how could slow the store down so that some of these things can be addressed.  The Selectmen assure them that the Building Department is watching them closely.  Patty stated that there is no information on the plan that indicates where lighting is to be placed.  Karen asked about process and who had the final say.,  Selectmen said the Planning Board had the final say.

JR said the building inspector would hold them to the tee.  Patty feared they will come back for more, namely the gas station.  She was told that they would have to come back to zoning then to planning for site plan review.  Need a special exception to upgrade the use. 

 

Forest Fire Warden – John Swindlehurst, II: The selectmen signed papers for the State.

 

Insurance:  Janice VandeBogart went over increase for health insurance and life insurance proposal.

 

Town Clerk, Linda Peters:  Presented her budget for 2003.  Expressed the need for a new copier for other office, to be used by herself and other committees.  Also, she needs a  printer stand and typewriter table.   

 

Personnel plan:  JR Swindlehurst made the motion to accept the Town of Dunbarton Personnel Plan as presented by the Joint Loss Management Committee.  Les seconded the motion and all were in favor.
