BOARD OF SELECTMAN

MINUTES OF MEETING

January 3, 2002

 

Present:  J.R. Swindlehurst, Chair

                Chuck Graybill

                Janice Jelley, Town Administrator

 

7:10 p.m. Harold Hamre

Mr. Hamre came in to file a complaint concerning a car that was dumped on the Neer property on Old Whipple Rd. and trespassers on the same property.  He asked for the Town's assistance in these matters.  J.R. suggested that Mr. Hamre call Fish and Game for possible assistance regarding OHRV and that Mr. Hamre send a certified letter to the alleged trespassers. Chuck offered to bring the matters to the attention of Chief Nelson. 

 

 Mr. Hamre also was concerned about the handling of a closed Zoning Board meeting, in which a townsperson was allowed to speak after the meeting was closed to the public.  The Board agreed that should not have been allowed.

 

 He also brought it to the Board's attention that John Turner asked him to remove all unregistered vehicles on his property.  Mr. Hamre is going to comply but doesn't want to be singled out.  John came in to discuss his actions and was also asked about the policy on whether permits are required for trailers used for storage.  John was unsure of the answer.

 

8:00 p.m.   Chuck motioned to go into nonpublic session according to RSA 91-A:3, 11 (b).  Les refused to second it.

Sylvia Grenier came in with a list of complaints pertaining to her supervisor, Woody, and the transfer station operations  (see attached).  Sylvia allegations  include his refusal to allow her to take magazines from the transfer station, his displeasure at her needing some Saturdays off,  the condition of the recyclables that are brought in and her not getting a lunch break.  Les and Chuck suggested that she talk with Woody.  Sylvia submitted her resignation.  Chuck thanked her for her many hours of service and indicated that the Board was sorry to see her go.

 

8:40 p.m.  Recreation Commission

Karen Lessard and Sue Nichols came in and presented the budget for 2002 (see attached).  Les asked the commission members to check into purchasing the Crosby land on Rt. 77, possibly for an athletic field.

 

9:00 p.m.  Linda Peters

Linda Peters came in to review the Town Clerk's budget for 2002 (see attached).

 

Other Business:

J.R. made  a motion, which was seconded by Les, to appoint Brian Clark to fill out the unoccupied term of Rhoda Hendley until March, on the Board of Assessors.

 

John Turner came in and asked about a request by the Whittiers on Clinton St. to tear down the existing house and build a new house.  The Board informed John that they needed to go to the Zoning Board for a variance to build a house on a nonconforming lot, since it is on a one acre lot

Janice indicated that the School Board wants a meeting in April to discuss the parking lot issue.  Les will talk to Jeff Trexler before then.

 

Janice indicated that there is $9,000 left in the Building Maintenance Fund.

 

 

 

 

 

 

9:30 p.m.  Chuck motioned, and Les seconded, to adjourn the meeting.  The motion carried.
