7:00 p.m.              - Jeff Nelson - Police Business.  Jeff presented Commendations to the following Town Police Officers:

               1.  Scott Wilson - to recognize his good work with the 2001 Law Enforcement Special Olympics

                    Torch Run,

2.      Rene Forcier - to recognize his good work with the Soucy motor vehicle crash on Stark Hwy. North,               

               3.  Joe Millioto - to recognize his good work with the Soucy motor vehicle crash on Stark Hwy.

                    North.

 

Jeff also presented job descriptions, an organizational chart, a survey of area town's Police Depts.' budgets, and a  5 year plan.  The latter includes adding  full time officers in the years 2003 and 2005 and a full time secretary in the year 2006.  The plan was based on historical growth in population.

 

Chuck discussed the ordinances previously submitted by Jeff and questioned whether Purgatory Pond has a public access or not.  The answer was not known by anyone present.  A copy of the ordinances will be given to the Zoning Board members.

 

7:30 p.m. - Jeff Trexler - was asked whether he intended to project long range population growth within the Long Range Planning Committee.  Jeff indicated that he expected to have this information next year. 

 

Jeff inquired as to whether anything could be done about the tax bill he receives for taxes on a lot he owns that approximate .50.  Janice indicated that she can combine his two property tax bills into one bill.

 

7:35 p.m. - Other Business:

Janice indicated that the town signs are down and that the new ones are coming soon. 

 

Janice indicated that the Board can create a full time position, with the appropriation needing to be approved at Town Meeting.

 

7:40 p.m. - Chuck Williamson - Operating hours for the Transfer Station on 7/4.  Chuck suggested that the Transfer Station be open on Tues. from 4-8, due to the holiday falling on Wed.  He will post signs and record a message on the answering machine.                          

 

Chuck is checking on the possibility of having furniture hauled away to keep the dumpster less filled.

 

8:10 p.m. - Jan VandeBogart - Hwy. Dept. business - He anticipates that he will need to replace the one ton truck soon.

 

Michel Belanger property on Jacqueline Drive - a discussion ensued regarding the completion of the road.  Where will the money come from?  What recourse does the Town have?  Jan VandeBogart will be meeting with town engineer, Don Mayo, next week to look at Jacqueline Drive.  Jan also meet with Ed Forcier from Brox Paving to get a price for finishing the road.  He will have this information by next meeting.

 

Jan wants to extend the paving bid for Town paving.  The Selectmen signed an agreement with Brox to extend their contract to the end of the year at a price of $30.40 per ton.  Also, he will get walkie talkies for the flaggers to use next week on the Robert Rogers Road project.

Minutes, Board of Selectmen

8:55 p.m. - Bruce Vaal - to discuss two requests.  1)  Gelinas property on Gorham Pond Rd.- Mr. Gelinas wants to start selling vehicles, in addition to repairing them.  Chuck Graybill indicated that the legal file should be researched.  2)  Bill Nichols on Concord Stage Rd. - wants to do inspections.  Les indicated that a special exception had been approved two years ago but it was never acted upon.  Rhoda will research.

 

Les indicated that the Board would like the Health Officer rolled into the Building Inspectors' job.  Chuck asked Bruce to talk to John Turner and see if he will accept it and let the Board know.

 

Other Business:

 

Les indicated that complaints/concerns for the Board be requested in writing.

 

Janice discussed what the Town's legal counsel, Charlie Bower, has said regarding the trust for public lands establishing a  corporation for the Kimball Pond purchase.  He indicated that the establishment of the corp. should not result in any problems since it is not a liability corp.

 

9:20 p.m. - Chuck made a motion, which was seconded by J.R. to adjourn the meeting.
