TOWN OF DUNBARTON BOARD OF SELECTMEN April 26, 2001 Present: J.R. Swindlehurst, Chair Chuck Graybill Les Hammond Janice Van de Bogart, Town Administrator 7:00 p.m. J.R. called the meeting to order. The Board reviewed bids for the tax mapping , which included bids from James W. .Sewall Co. of $24,700; Marin Environmental of $23,796; East Coast Mapping $8,720; Aerial Survey & Photo, Inc. of $7,950; Cartographic Associates of $16,972; SEA (Scientists/ Engineers/Architects) of $23,800; and Dollard Associates of $15 per parcel (or a total of $20,280). The Board reviewed baler bids, including Barrington Baler and Equipment Sales of $10,250, with an optional phase converter of $2,250, and $9,100, with an optional phase converter of $2,250, Recycling Equipment and Service of $9,797, with an optional oil heater, BSE Recycling Works of $7,200, with an optional single phase motor of 1,250 and $750 for delivery and installation, and Recycling Equip. Corp. of $9,390 (installed and delivered). Barrington Baler and Equipment Sales also submitted bids on two glass crushers of $1975 and $4,875. Chuck motioned to give the bids to the Recycling Committee, which was seconded by Les, for their review and recommendation on the 5 bids. 7:30 p.m. Road Hearing with Road Agent, Jan Van de Bogart - J.R. Swindlehurst opened the public hearing for proposed road projects to get public input on the proposed roads Jan described the proposed projects as follows: 1. Install a double (4 ft.)culvert on Twist Hill Rd., town has wetlands permit, have to wait for the water to slow down; 2. Add a double (3 ft.) culvert on County Rd., scenic road, cant cut trees without permission; 3. Cut trees on Robert Rogers Road, starting west end of County Road toward town to Leos & Michauds, also construction of Robert Rogers Road in this same area; 4. Pave from County Rd. to near the power lines on Robert Rogers Rd. , install drainage pipes and lay gravel. If ledge will need to blast; 5. Install a culvert on Mansion Rd.; 6. Road caved in on Long Pond Rd. where old culvert gave way, will need to replace culvert; 7. Kimball Pond Rd. fix culvert or move it down the road a little if ledge; 8. Install a 4 ft. culvert on Black Brook Rd.-need to get wetlands permit first so might have to wait until next year; 9. Dig drainage ditches throughout town, incl. Rangeway Rd., add piece of culvert near Antonias; 10. All gravel roads need more gravel; 11. Fix pit road because of new rules from the state regarding pits and mining; 12. No road striping this year, will use the money for tree cutting; 13. Project on Robert Rogers Road will begin after school is out; 14. General maintenance Mike Leo questioned the plan for the corner near his house on R. Rogers Rd. He stated he was not concerned about the trees that are to be cut near his property. The trees will be marked next week and letters will be going out to each landowner in the area. A notice will be put in the newspapers before road construction begins on Robert Rogers Road. Public hearing was closed at 7:50 p.m. Les made a motion to nominate Harvey Provencher as Asst. Building Inspector, with a term ending 2002, which was seconded by Chuck Graybill. Other Business: Janice Van de Bogart discussed fire engine insurance coverage, in which a totaled fire engine would be replaced with a brand new engine. 8:10 Ethics Committee Nick Holmes, Bruce Mathews, Gail Troy, Judy Stone. Nick distributed the Code of Ethics booklets. He indicated that the Ethics Committee is the last resort for serious incidents, after all avenues have been pursued, which has to be a violation of the ethics code. 8:25 p.m. Police Reports Jeff Nelson Chuck inquired about our obligation to submit police reports to the Goffstown News. Jeff indicated that we dont have enough activity for a daily report, but weekly or monthly reports might be feasible. Chuck made a motion to adjourn at 9:10 p.m. , which was seconded by J.R. John R.
