MINUTES OF MEETING

March 8, 2001

7:00 Chuck made a request for Brian Little, Welfare Officer, to come in to a meeting.

 

7:30 – Police Chief – Review police matters.  Jeff Nelson presented four Commendations as follows:

 

The Dunbarton Police Dept. has undergone a transition over the past few months that has, at times, been painful and difficult.  Crisis, however, offers both danger and opportunity.  Four individuals have taken the opportunity to demonstrate their devotion to our community during this time period in spite of potential danger. 

 

Joe Milioto, Scott Wilson, Rene Forcier and John Swindlehurst made the choice to “step-to-the-plate” and have continued to provide police service to the residents of Dunbarton.  Joe Milioto, as interim Chief, has held the department together; while Scott Wilson, Rene Forcier and John Swindlehurst have provided service to the town on a daily basis.  Their efforts have helped to make the residents of Dunbarton feel safe and have helped to maintain the quality of life that our community members have come to appreciate.  Additionally, these officers have been very helpful to me during my transition to the Dunbarton Police Dept.

 

It gives me great pleasure as Chief of Police, and as a resident, to offer my sincere thanks to Joe Milioto, Scott Wilson, Rene Forcier and John Swindlehurst for their efforts over the last few months.  I look forward to working with each of these fine officers in order to provide responsive, competent, professional and dedicated police service for the members of our community.

 

 

Jeff reviewed the State accreditation process for the  Dunbarton Police Dept. and what would be needed to meet the standards.  The process includes four levels, the first two of which could be started immediately and completed in about nine months.  They are the application and  self assessment steps. 

 

Jeff would like to improve the dept.’s hiring procedures, specifically eliminating the yearly appointment  procedures that are currently in place.  Chuck  made a motion to rescind the policy of yearly appointments of part-time officers, which was seconded by Mert.  The motion was passed. 

 

Jeff is recommending that Pam  Goodick be hired as a part time secretary for the department.  Chuck made a motion, which was seconded by J.R., that Pam Goodick be hired as part time secretary.  The motion passed.

 

8:00  Mr. & Mrs. Berger – came in regarding plowing on Holiday Shore Dr.  Janice reviewed the history of the Gorham Pond Rd. area as it relates to plowing, and that is, that the town has never  plowed
 Stephanie Rd.  JanVandeBogart  confirmed this.  Mr. and Mrs. Berger indicated that they were assured by their realtor that their road is a town road and  town maintained.  However, that is not the case.  The Bergers would like the area from Holiday Shore Dr. to the parking lot be paved.  Fred Mullen indicated that it has never been a town road.    The Board will review the request. 

 

 

8:30  Articles being read at Town Meeting – a discussion ensued regarding who will read which article.

8:35 – Fred Mullen brought some tax maps to shed some light on the Gorham Pond Rd. area dispute with Mr. & Mrs. Berger. 

 

8:50 J.R. made a motion, which was seconded by Chuck to go into nonpublic session.  J.R. made a motion to end nonpublic session, which was seconded by Chuck.  Mert made a motion to adjourn as he was presented with his going away celebration, topped off with cake and receipt of his gift.
