November 26, 1996 Meeting

Since this was the first meeting of the committee and no positions had yet been assigned, no agenda was prepared ahead of time.

Discussion

The meeting began at 7:00 PM.

The Technology Committee's questionnaire has been copied and it will be distributed as an insert in the Dec. 7th or Dec. 14th edition of the Bow Times newspaper.

Larry Cook will be the liason for this comittee to the school's Technology Comittee.

This committee must keep minutes of what is discussed and make them available right after the meeting. There is an state law associated with the right-to-know laws that dictate this must be done. The minutes can simply be photocopied and left at the town offices. The law further states that the notes from the meeting must be typed and made available at the town offices within 144 hours (6 days) of the meeting.

All town departments should be interviewed to find out what their software needs are. The school and the library are separate from the town department's needs.

The following days are available for regular monthly comittee meetings:

  • 1st or 3rd Monday
  • 1st Tuesday
  • 1st or 4th Wednesday

The town fiscal calendar matches the "regular" calendar. In order to request any money be spent on computer hardware and software via a town warrant, the committee must have the dollar figures by the end with January.

Linn Kurkjian was chosen as the committee's chairperson and Glenn Doten was chosen as the comittee's secretary.

The committee then decided that one-on-one interviews with the following town employees would be the most effective way to gather the software requirements of the town:

  1. Janice Jelley -- administrative assitant to the selectmen. Set up this interview for a week from Thursday.
  2. Martha Rae -- tax collector.
  3. Irene Thalheimer -- town clerk and deputy tax collector.
  4. Linda Peters -- deputy town clerk.
  5. Pam Milioto -- town treasurer.
  6. Ray Simard -- building inspector (property cards should be in a database).
  7. Possibly the board of assesors (Compton does the assesments now).

Scott Ives spoke about the different town employees listed above needed access to the information stored in this system. Security of the information is a concern: who has to do what with the information and segment the information by department.

It was noted that the state has some resources available to find out about town-oriented software.

A target date of early January for making the Web site live was agreed upon.

Chip Peters and Gary Hendley will review the Web site proposal and the questionnaire.

The meeting was adjourned at 9:00 PM.


Action Items

  1. Glenn Doten -- check with Janice Jelley what the latest date is that this committee can request a town warrant for 1997.
  2. Glenn Doten -- set up interview meeting with Janice Jelley for Thursday evening, Dec. 5th.
  3. All -- research the state resources available to help towns automate and find out how they can help us.
  4. Glenn Doten -- send Dunbarton Web site proposal and the committee's questionnaire to Chip and Gary.
  5. Glenn Doten -- start working with vendor to bring up the Web site.

The next committee meeting is scheduled for Thursday, December 5th.
