Dunbarton Ethics Committee

Thursday 27 March 2003

Meeting called to order at 7:35 p.m.  Attending were Brett St. Clair, Nick Holmes, Gayle Troy and Jackie Kennedy.

Motion made by Jackie Kennedy to accept the minutes of the February 27th meeting as written, seconded by Gayle.  Motion passed.

Ms. Davis and Mr. Williamson appeared before our committee as former members of the Transfer Station Committee.  Their appearance was in reference to the ongoing request from our committee to meet and discuss the wording of a paragraph (referencing the Ethics Committee) which appeared in the 2002 Town Report.  Both Ms. Davis and Mr. Williamson apologized for not acknowledging the committee’s request to meet.  A misunderstanding on the part of the Transfer Station Committee on what was required of them had taken place. The board explained that for the historical records of the town all reports must reflect accuracy, hence the yearlong determination of our committee in trying to resolve the issue, and our disappointment that it had taken so long.  The committee thanked them for coming in and feels that the issue has now been resolved to our satisfaction.

On a separate issue, Ms. Davis asked the board how one might recognize an ethical violation.  The board explained that one should read through the Code of Ethics and from this one can determine whether a violation has occurred.   The Code goes on to explain that after all avenues of relief have been sought from within our town government, a formal complaint can be filed with the Ethics Committee.

Brett reminded us that there would be a training session scheduled at our next meeting Thursday 24 April at 7:30 p.m.  He will work with Janice Van de Bogart in sending out a mailing to all newly elected and appointed officials with encouragement to attend this training session.  Jackie will put a notice in the Bow Times as well.  Nick advised us that he might be unable to attend this meeting.

A motion to adjourn was made by Gayle and second by Brett.  Motion passed.

Respectfully submitted:  Jackie Kennedy
