CONSERVATION COMMISSION MEETING

DATE: September 11, 2003

MEMBERS PRESENT: Larry Cook, Brett St. Clair, Darlene Jarvis, Jacques Belanger, George Holt, Ron Jarvis, Matt Lavey, Margaret Watkins

MINUTES: Minutes from August’s meeting accepted

OLD BUSINESS:

Preserving the quality of scenic roads

Tenney Hill Road resident, Leo Martel, explained that a large pine was still standing on his property because he had refused to give Asplund permission to cut it.  He suggested that other landowners may save their roadside trees in this manner and urged the commission to purchase “scenic road” signs.

Kimball Pond Conservation Area (KPCA)

Possible parking area on Kimball Pond Road

Dave Schroeder of Robert Rogers Road expressed his concerns regarding the construction of a new parking area.  After a brief discussion the Conservation Commission (CC) decided to revisit this issue next year after a long term plan for the KPCA has been drafted.

Management plan

Larry Cook outlined the major issues the plan should address.  Discussion is to be continued at October’s meeting.

Blazing of boundaries

Jacques Belanger stated that 5 gallons of blue paint has been ordered.  Jacques explained how to correctly blaze the lines and provided the necessary maps.  (See upcoming events)

Addition to home in Wetlands Conservation District (WCD)

The Five Rivers Trust holds the easement on the land adjacent to the King property on Black Brook Road.  The Zoning Board of Adjustment (ZBA) has ruled that certain regulations do not apply because the dwelling is in the WCD.  The Trust disagrees and is appealing the ZBA’s decision.  Commission members reviewed the applicable wording and support the Trust’s interpretation.
