Minutes - July 28, 2003

Meeting called to order at 7:40 pm.

 

1.      Reviewed minutes of July 7, 2003.  Norm requested changing "stair" to "stairs" in Item 3.  Minutes approved with this amendment.

 

2.      Jeff passed out copy of letter to selectmen regarding review and approval of DMPA contract.

 

3.      Set future meeting dates:        8/18/03           9/8/03 9/22/03           10/6/03

 

4.      Dennis and John presented updated floor plans.  Code permits smaller toilet rooms on first floor with larger toilets upstairs.  Town office reconfigured with central vault, three transaction windows fronting on a larger public waiting area, and revised office and desk arrangements.  Library layout similar to earlier plans but better defined and with own toilet.  Second floor layout includes larger toilets and a small meeting room in the core.  Committee comments include:

·        Public waiting in Office should provide for seating rather than lines.

·        Selectmen meeting room must be readily accessible by public.  Planning and Zoning Boards will use second floor Hall space for regular meetings.  A public meeting room, preferably on first floor, will be needed for regular selectmen meetings as well as other town committees and commissions.

·        Central vault is a good idea.  Is 1.5 times existing vault size needed?

·        Concerns about exterior window placements and lack of natural light into the core area with toilets and stairway in the corners.

·        Should explore cost and benefit of including a basement storage area under core area.  Under stage storage for tables/chairs not practical due to limited space and sprinklers.

·        Should explore feasibility of removing existing ornamental stairway to capture space for Library use and provide new utility stairway in this area.

 

5.      Committee discussed office functions, desk placements, and difference between current informal public interaction and more formal window service as proposed.  DMPA will work with office personnel to determine best method of serving public with final approval by selectmen.  A similar approach will be used for Library layouts with final approval by library trustees.
